About this file

This Addendum No. 2, issued July 7, 2025, by the Athens-Clarke County Public Utilities Department, provides clarifications and modifications to the bid documents for the J.G. Beacham Water Treatment Plant Sodium Hypochlorite Tank Rehabilitation project. The project involves the rehabilitation of two sodium hypochlorite fiberglass reinforced plastic (FRP) bulk storage tanks. Proposals must be received by 3:00 p.m. local time on July 17, 2025. The addendum addresses 16 detailed questions and clarifications regarding project scope, safety requirements, material specifications, third-party inspections, and site conditions. Key clarifications include confirmation that the owner will empty tanks to the extent possible but the contractor is responsible for achieving the required dryness level; the owner requires 24 hours to remove sodium hypochlorite from one tank; all material cutting must occur in the contractor's shop rather than in the field; resin and catalyst may be packaged in 55-gallon drums with OSHA-approved containment systems; and the contractor is responsible for all confined space entry safety programs, sanitary facilities, power supply, and waste disposal. The owner will provide access to three 55-gallon trash bags per week for disposal but contractors handling non-hazardous waste are otherwise responsible for removal and disposal costs.

The bid form includes three primary compensation items: Item 1 for lump sum administration and completion of work; Item 2 for unit price work to prepare and replace the corrosion barrier on a tiered pricing structure based on square footage (0-15.0 SF, 15.1-100.0 SF, 100.1-150.0 SF, and 150.1+ SF); and Item 3 for cash allowances including a $20,000 contingency allowance and $12,000 for third-party inspection services. The contractor must provide all labor, materials, equipment, and services necessary to complete the work in full accordance with contract documents, with unit prices covering all overhead and profit. Contractors must acknowledge receipt of all addenda, and failure to do so may result in bid rejection. The bid bond amount and total contract amount are to be filled in by the bidder. No separate payment is provided for miscellaneous temporary works, bonds, insurance, or other general condition requirements beyond the listed pay items.

ADDENDUM NO. 2

ISSUE DATE: July 07, 2025

For

J.G. Beacham WTP Sodium Hypo Tank Rehab

Athens-Clarke County Public Utilities Department

Proposals to be received until 3:00 p.m., local time, July 17, 2025

Receipt of this addendum, and all other addenda, should be acknowledged as part of your

Bid. Failure to acknowledge receipt of the addenda may result in rejection of the Bid. This addendum forms a part of the Contract Documents

Please note the following CHANGES/CLARIFICATIONS to the above referenced

Contract Documents as follows:

QUESTIONS AND CLARIFICATIONS

1. NOTE: Bids will be due Thursday July 17, 2025 by 3:00 p.m..

2. Will the Owner provide a completely dry tank for Contractor? Answer: Owner will empty tanks to the ability their drains and available sump pumps can. Contractor is responsible for providing level of dryness required to complete work. Owner shall wash down tank prior to Contractor-entry.

3. How long will it take Owner to remove sodium hypochlorite from one bulk tank? Answer: 24 hours.

4. How much time should be given for post-cure? Answer: The Contractor holds unit responsibility to provide all services to design, manufacture parts, prepare materials, perform field work, and manage quality assurance required to rehabilitate the two sodium hypochlorite FRP tanks. Means and methods to do so shall be included in schedule.

5. What are ACCPUD’s confined space entry requirements? Answer: Per Section 00700 Paragraph

6.13, Contractor shall be solely responsible for initiating, maintaining, and supervising all safety precautions and program in connection with the Work.

6. Can you give an example of what should be included in Item 3: Additional Services on Bid

Form? Answer: Item No. 3 on Bid Form removed from Contract.

7. How will Third-Party Inspections be conducted? Answer: See Section 46 50 00 for details regarding third party inspection. An allowance will be added to Section 00300 Bid Form to pay for

Third Party Inspections

8. The bid documents request a price per square foot for fifteen sq ft for tank 1 & five sq ft for tank 2. That will be a very expensive price per sq ft to cover all of the other requirements in the bid documents. Would it be acceptable to provide a tiered price per sq ft? Such as 0-15, 16-

100, 101- to full reline? That way the client will have a clear understanding of the cost and how it decreases with increased quantity of work. Answer: See updated Section 00300 Bid Form.

9. One of the stub flanges to be replaced on tank 1 reads "iii. One (1) 1-in to dilution panel with

2-in.". Is the stub flange to be replaced to a 1" or 2"? Answer: In reference to Section 46 50

Paragraph 1.01.E,1,a,iii, it shall be replaced with a 2” as stated.

10. The specification makes several references for the need to have P.E. stamped drawings. There are no modifications being done to the vessels, only repairs to put the vessels back in near original condition. Based on that, aren't the original engineering calculations on the fabrication drawings sufficient? If not, please explain exactly what an engineer will be stamping as there are no modifications being performed. Answer: Per Section 46 50 00

Paragraph 1.02.A, the most recently published standards in effect at the time of bid opening shall apply to this Specification. NBIC, ASME RTP-1, EPA, and OSHA for tanks recognize two types of repairs, temporary and engineered. Removing and replacing nozzles plus fixing shell cracks included in this Contract are engineered repairs which require a RFP subject matter expert

Professional Engineer’s approval. The Professional Engineer shall stamp their detailed shop drawings and design report as required in this Contract Document.

11. Per section 1.06, A., 2. states " 2. All kits shall be precut in Contractor’s shop and properly sequenced in each wrap." What is the reasoning behind this? Material sizes should be cut in the field to avoid material waste. At this point, we aren't even sure what all will be laminated.

It will be impossible to cut kits at the shop. We and most other shops do all of the material cutting in the field to ensure proper sizing. Is this permissible? Answer: This is not permissible.

12. Per section 1.06, A., 4. states "Resin and Catalyst (hardener) shall be packaged and properly labeled in Department of Transportation (DOT) approved five (5) gallon or smaller pails.

Separate pails must be provided for Inner Corrosion Barrier, Structural Layer and Outer

Surface resin, Finish Coat resin and Paste used to fill allowable gaps at fit up of joints." The standard packaging for the resin (Derakane 411 WSR) that we will be proposing to use is a 55-gallon drum. That resin will be used for all phases of the work. Is it the client's intent for the contractor to re-package all of the resin into 5-gallon pails? Answer: 55 gallon drums are permissible and shall include OSHA-approved containment systems provided by the Contractor.

Resin finish coat per Section 46 50 00 Paragraph 2.03.B.1,8 and any paste used shall be shop formulated and packaged as specified and shown on PE-stamped documents.

13. Per section 2.02, F., 1., C., states "Verify equipment structural thickness has not been compromised by surface preparation." This is referring to the re-application of gel coat to the dish top of both vessels. The specification states that 80 grit sandpaper is to be used. This will ensure that the structure to the dish top will almost certainly not be compromised due to the finer grit being used. If a thickness verification is still required, what will be the proposed method of determining that with non-destructive testing? Will the contractor be required to purchase and use a UT machine? Answer: Verification may be provided by visual inspection as the surface preparation is being performed. For example, if a woven roving or other deeper top head plies are exposed through laminate excavation, then they shall be accounted for. In the event of the top head being compromised, this accounting shall be reported per Section 46 50 00 Paragraph 1.03

C.1 and 4.b, discussed with the Contractor’s Professional Engineer who signed and sealed submittals, and result in a final top head repair design. This final design shall be submitted for

Owner/Engineer review prior to affecting such repair.

14. Due to U.V. degradation of the original gel coat finish, it will be impossible to achieve an exact color match. Will a standard white gel coat be acceptable? Answer: Contractor shall select a color that matches Brine Tank No. 2.

15. Section 46 50 00 Paragraph 2.03, A. states that CoNap/MEKP shall be used for the inner structural laminates. We prefer to use DMA/BPO cure for all internal laminates regardless of if they are structural or corrosion barrier. Will this be acceptable? Answer: This is not acceptable. Section 46 50 00 does not discuss inner structural laminates. Section discussed

Structural Layer and Outer Surface.

16. A climate-controlled environment will be required for the vessel (in order to maintain the environmental requirements) and for the materials storage per the specification. Will power be supplied by the client for these items or will it be the responsibility of the contractor? Answer: Per Section 00700 Paragraph 6.03.A, Contractor shall provide and assume full responsibility for all power necessary for the performance, testing, startup, and completion of the

Work. The Contractor shall coordinate with Owner if exterior 120V receptacles are to be utilized.

17. Dumpster access. I may have missed it, but who is responsible for the non-hazardous waste disposal? Will a dumpster rental be necessary or will we have access to the site's dumpsters?

Answer: Contractor is limited to three (3) 55-gallon trach bags per week if they choose to use

Owner’s facilities. Per Section 00700 Paragraph 6.11.B, during the progress of Work, Contractor shall keep the Site and other areas free from accumulation of waste materials, rubbish, and other debris. Removal and disposal of such waste materials, rubbish, and other debris shall conform to applicable Laws and Regulations.

18. Sanitary facilities. Will we have access to the site's restrooms or will we be required to rent sanitary facilities. Answer: Per Section 00700 Paragraph 6.03.A, Contractor shall be responsible for all sanitary facilities.
