About this file

This request for proposal solicits bids for a national roadside survey to measure alcohol and drug use among drivers and other road users. The contractor will perform a roadside survey in 2024 to estimate the prevalence of drivers and non-drivers with blood alcohol concentrations above legal limits, as well as the presence of over-the-counter, prescription, and illegal drugs. A minimum of 8,000 oral fluid samples will be collected from drivers, with additional convenience samples from non-drivers, and tested for selected drugs. The contractor must also pilot test methodology and protocols for surveying non-driver populations including pedestrians, bicyclists, electric scooter riders, and users of assistive mobility devices to inform potential future surveys. Site selection, data collection, specimen handling, analysis, and reporting must be conducted efficiently and on schedule. Results will provide traffic safety stakeholders with critical data on substance use among various road users.
