About this file

This document is an Organizational Conflict of Interest (OCI) Certification and Disclosure statement to be submitted as part of a federal contract opportunity solicitation. The OCI statement requires the offeror to certify whether there are any actual or potential organizational conflicts of interest, and if so, to provide a mitigation plan. The contracting officer needs the ability to review and approve any OCI mitigation plans prior to award, as well as monitor and assess new or changed OCIs post-award. The related federal contract opportunity is for a 5-year Cost-Plus-Fixed-Fee, Term-Type Contract titled "Advancing Digital Democracy" under NAICS code 541990. The solicitation will be conducted in two phases, with all offerors eligible to proceed to Phase Two. Proposals are due by the deadline specified, and the government intends to evaluate and award the contract without discussions, though discussions may be held if deemed necessary.

OTHER RELEVANT INFORMATION: In addition to the mitigation plan proposed above, the Contracting Officer may require further relevant information from the Offeror/Contractor in accordance with Sections H.9 and H.19. The Contracting Officer will use all information submitted by the Offeror/Contractor, in addition to other relevant information made known or available to USAID, to determine whether the mitigation plan will adequately avoid or mitigate the conflict (see FAR 9.506(a)).

NOTIFICATIONS: The Offeror/Contractor shall inform the Contracting Officer within forty-five (45) calendar days from the date of discovery of any new OCI pursuant to Section H.19, and/or any changes in circumstance that may affect any contracting officer approved mitigation plan (see FAR 752.209-71).
