Project CCRD Radon Mitigation Bldgs #0801 & #0901

General Information

1.0 Scope of Work

This project is to install radon mitigation for two (2) buildings on the Clear Creek Ranger District.

2.0 Background

Radon tests were conducted in January of 2024 resulting in high radon for the Clear Creek Ranger District Office (Bldg #0801) and the Small Bunkhouse (Bldg #0901) located at the Idaho Springs Work Center. These results show that radon mitigation systems are needed for these structures.

Contractor Requirements

3.0 Technical Requirements / Tasks

The contractor is responsible for:

• Suppling all materials, supplies, labor, etc.. for the installation of functioning radon mitigation systems in two (2) buildings.

• Ensuring installed systems are adequate to bring building radon levels into the acceptable range (4 pCi/L) or below. An estimated 4 systems, or 3 with one being a duel system, will be needed for adequate mitigation of building #0801.

• Install adequately sized fans and associated electrical.

• Install manometers according to manufacturer recommendations.

• Testing after systems are installed, to ensure building radon levels are in the acceptable range (4 pCi/L) or below. If radon levels are not acceptable, contractor is responsible for adjusting mitigation to ensure acceptable radon levels.

• Include 2 Air Check Radon Test after completion to the district for future testing.

• A certified electrician will be required for all electrical work.

5.0 Location

This project is located on the Clear Creek Ranger District of the Arapaho and Roosevelt NFs and the Pawnee NG, in Idaho Springs, Colorado.

6.0 Submittals/Deliverables / Schedule

All deliverables shall be submitted electronically via email per the deliverable schedule. If a document is too large to transmit/receive via email a flash drive or other agreed upon method is sufficient. Submittals shall be provided in PDF format and in their corresponding, editable software programs as deemed necessary. This may be CAD, Micro Soft applications, etc.

7.0 Travel

All travel is at the cost and liability of the contractor.

8.0 Contractor’s Key Personnel

Provide personnel knowledgeable in the installation of radon systems and certified for electrical work.

9.0 Security Requirements

Project will require coordination for access to government buildings and areas. Work may not occur on days when government buildings are closed, including weekend and federal holidays. Work hours will be discussed during scheduling but typically are 0800 to 1600.

10.0 Data Rights

Provided data is for the sole purpose of this projects and is not to be used for any purpose other than for this project and installing adequate radon mitigation systems.

11.0 Section 508 – Electronic and Information Technology Standards None.

Attachment Factor 1. Past Performance Past performance is a measure of the degree to which the offeror (including major subcontractors) has satisfied previous customers and complied with Federal, State and Local laws and regulations. The Government may contact references to assess the quality of the contractor’s work, timely completion, project management, and compliance with regulatory requirements. The Government will consider the currency and relevance of the information, source of the information, context of the data and general trends in contractor performance.

The past performance evaluation will characterize the level of the Government’s confidence that the offeror will successfully complete the work, in compliance with all contract requirements, based on its record of successful performance on recent and relevant similar projects.

Where there is little or no information available regarding the offeror’s past performance history because the offeror is new to the marketplace, the past performance evaluation may take into account information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the work. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance. The source selection authority will make the final determination as to the relevance of similar past performance information.

Factor 2. Experience The Government will assess the specialized experience and skill of the firm with a focus on experience that is relevant to the specified project.

Factor 3. Technical Approach to Performing the Work When evaluating the Technical Approach to Performing the Work, the government will assess the reasonableness of the contractor’s proposed approach to performing the work. Proposals shall include contractors approach, recommended required mitigation system(s) needs and locations, schedule, certifications, safety, and other pertinent information.

Factor 4. Price The proposed price will be evaluated for reasonableness in accordance with FAR 15.404-1(b). The government expects to make an award without discussions, however, reserves the right to conduct discussion if necessary. In the event that discussion is conducted, the competitive range may be limited for purposes of efficiency.
