Template Guidance Guidance for Using the Template Using Loaded Labor Rates
II. LABOR COSTS BY TASK
The shaded area of section II is where you will input both your tasks and your estimated number of labor hours by labor category under each task.
If you have more than 10 tasks, simply insert an additional column after task 10.
In the "CLIN Type" row, under the task title row, indicate how the CLIN is structured (firm fixed price or cost reimbursement).
The total and percentage cells will be automatically calculated.
III. LABOR COSTS PER TASK
This section will be automatically calculated based on the estimated labor hours input into section II.
A. Total Labor Costs- totals the labor costs.
IV. OTHER DIRECT COSTS (ODC)
Other Direct Costs (ODCs)include resources (albor and/or materials) purchased particularly for the contract or project. At the end of the contract, no resources will remain.
ODCs for a particular project should include only costs that are being incurred because of the work of the project.
ODCs can include leasing, subcontractors, consultants, photocopying, computing services, and similar costs.
The contractor should have a system for relating the expenditures to particular contracts.
Other Direct Costs are not subject to G&A expense or fee; instead these costs are additive, and reimbursed as allowable.
G&A should not be charged on subcontractors or consultants, but some firms still try to do so. Firms may change a "subcontractor handling fee" under ODC.
Travel costs should be included as an ODC; averages for travel are provided in column B, but these can be customized based on the type of travel expected for your project.
If you know the travel locations, use current per diem rates found here: http://www.gsa.gov/portal/category/21287.
B. Travel Subtotal- Additive of all travel costs per task.
Subcontractors and Consultants are included as ODCs. The amount under these lines should be considered an all-inclusive price.
Costs included under ODCs are additive, meaning you do not apply overhead, G&A, fee, etc. to these costs. Rather that price is simply passed along to the government.
The rows laboed "OTHER1, etc." can be customized to your project needs. Examples you might add in this line might be incentive fees or special software or licensing costs specific to the project.
C. Subtotal ODC- Additive of travel costs and all other ODCs.
V. TOTAL ESTIMATED COSTS
Additive total costs = sum of labor subtotal plus subtotal of ODCs.
Labor Categories These labor categories represent common labor categories utilized to complete research & evaluation projects within PD&R.
These six labor categories have been distilled from the pool of labor categories employed by five firms (Urban Institute, Abt, Westat, MDRC, and Econometrica.)
