PAST PERFORMANCE ASSESSMENT CHART –RESPONSIBILITY DETERMINATIONS

The following chart may be used by the Contracting Officer to document past performance for contractor responsibility determinations for actions where past performance is not a technical evaluation factor.

• Step One - References are first assessed for recency (within the three years prior to proposal submission) - state how recent, e.g. 2 years;

• Step Two - Only recent references are assessed for scope – describe scope similarity or why not similar;

• Step Three - Only recent references with similar scope will be assessed for value/magnitude – describe value/magnitude of reference;

• Step Four - Only recent references will be assessed for relevancy - based upon scope and value: Very relevant, somewhat relevant, not relevant;

• Step Five - Only recent references having some degree of relevancy will be assessed for quality;

• Step Six - Overall assessment of responsibility in accordance with FAR Section 9.104-1(c) is based upon a contractor having a satisfactory performance record which can be determined by the sufficiency of quality past performance, e.g. a CO may determine a contractor with a sufficient combination of high quality, highly relevant prime contractor references to be responsible for the satisfactory performance record element of responsibility. Please note that for this responsibility element, a prospective contractor shall not be determined responsible or non-responsible solely on the basis of a lack of relevant performance history, except as provided in FAR Section 9.104-2.
