About this file
Technical Exhibit J.1 details labor category descriptions for the Mobile Concrete Technology Center (MCTC) Program, outlining six distinct roles: Project Manager (PM), Senior Engineer (SE), Concrete Technologist (CT), Operations Manager (OM), Senior Laboratory Technician (SLT), and Subject Matter Experts (SME). Each role has specific duties and qualifications, with common requirements including a four-year engineering or Concrete Industry Management degree, specialized concrete materials experience, computer proficiency, excellent communication skills, and the ability to develop professional presentations.
Key qualifications vary by role, with the Senior Engineer requiring 20 years of professional experience and a Professional Engineering license, while the Operations Manager and Senior Laboratory Technician need 10 and 5 years of concrete materials testing experience respectively. All roles support the MCTC Program's objectives of providing technical assistance to the concrete pavements community, including conducting mixture testing, participating in demonstrations and workshops, maintaining laboratory equipment, entering project data, and supporting low carbon transportation initiatives. All team members are expected to travel to project sites and have attended the FHWA-NHI-420018 Instructor Development Course.
