About this file
This is a Decision to Restrict Competition under the Simplified Acquisition Threshold issued by the United States Department of Agriculture for Requisition Number 1171336.
The procurement concerns emergency repair services for Chiller #1 (York-Model # YKCFCGP5-CMF; Serial # SFPM-844200) at the National Animal Laboratory (NAL), where an oil hose cracked and ruptured, causing approximately 1,600 gallons of refrigerant and oil to leak from the unit. The Legacy Board on the chiller also required replacement. The government has justified restricting competition to ASW Mechanical, LLC, a contractor already on-site and currently under contract to complete previous repairs. The proposed contractor, led by President Odean Wynter (UEI: ZPAADCYJJCR2, located at 609 H Street NE #424 Washington, DC 20002 and 6710 Laurel Bowie Road #646 Bowie, MD 20718), has disassembled the chiller and possesses intimate knowledge of the failure mode and specialized diagnostic data. The justification emphasizes that immediate repair is required to prevent building-wide cooling failure during the current cooling season, as a competitive bidding process would cause delays of months and introduce operational risk and warranty concerns. Market research verified availability of required parts including R134a refrigerant, York K chiller oil, Legacy control board, and refrigerant hose, with ASW having sourced comparable parts at competitive pricing. The document has been certified by a Facility Operations Specialist at NAL and approved by the Contracting Officer as of May 16, 2026.

United States Department of Agriculture Decision to Restrict Competition under the Simplified Acquisition Threshold
Identification Number:
Rev. 10/29/25
(3) Suggested Source
Odean Wynter - President ASW Mechanical, LLC
UEI - ZPAADCYJJCR2
609 H Street NE #424 Washington, DC 20002 6710 Laurel Bowie Road #646 Bowie, MD 20718
(4) Justification for Restricting Competition and the Basis for that Decision.
A. Explain the unique qualifications/characteristics of the proposed contractor or product and why no other contractor or product/service can meet the Government's need.
ASW Mechanical disassembled Chiller #1 and possesses intimate knowledge of the current, complex failure mode due to the ruptured refrigerant hose. ASW is under contract currently to complete previous repairs – .
During the start-up up phase, a refrigerant line burst due to age. It is in the government’s best interest to hire ASW to complete the remaining repairs to minimize cost increases or mobilization delays. Utilizing a new contractor would require a redundant diagnostic fee and significant downtime for them to become familiar with the existing chiller diagnostics.
Additionally, replacing the contractor at this stage poses a high risk to the warranty/operational integrity of the chiller, as ASW is already in possession of specialized diagnostic data.
Immediate repair is required to avoid building-wide cooling failure. A competitive bid process would delay repairs by months, resulting in critical operational risk with the present cooling season.
B. Describe market research conducted and the results or the reason why no market research was conducted.
Market research was conducted to verify the availability of the R134a refrigerant, York K chiller oil, Legacy control board, & refrigerant hose. The parts are readily available for the York chiller onsite at NAL. ASW is familiar with the necessary repairs and has sourced the parts for comparable price points.
