About this file

This document is a Part 13 Justification and Approval for Other than Full and Open Competition for AM2 Matting and AM2 Stake Packages, issued by the US Army Engineer Research and Development Center (ERDC) in Vicksburg, MS. The procurement is for specific AM2 matting components to demonstrate vertical take-off and landing (VTOL) operations and develop an optimized logistics kit, requiring 2 12-ft AM2 sheets, 5 6-ft AM2 sheets, and 1 stake package. The solicitation is a sole-source award to Alfab Inc., the only manufacturer and assembler of AM2 Matting, with a recommended contract approach of posting a Notice of Intent (NOI) on the System for Award Management (SAM). The contract will support creating a 54-ft wide by 50-ft long VTOL pad and facilitate tech transfer of a prototype kit to the US Army.

Alfab Inc. has a history of sole-source contracts with the US Army, with previous contracts ranging from $93,865 to $492,574. The justification emphasizes that Alfab is the exclusive vendor capable of providing the specific AM2 matting supplies required, with each matting sheet being 1.5 inches thick, made of hollow extruded aluminum, painted Marine Corps Green, and topped with an epoxy non-skid material. The stake package includes cruciform stakes, stake pins, universal edge clamps, and 1-ft locking bars designed to secure mat edges against horizontal and vertical aircraft load effects. The procurement is authorized under Title 10 United States Code and will be executed through the Airfields and Pavements Branch of ERDC.
