About this file
This document is a Sole Source (Including Brand Name) Justification form for a specific government procurement. The procurement involves purchasing new office furniture to replace storm-damaged furniture for the 377 MSG/PKB contracting activity. UNICOR (Federal Prison Industries) has been identified as the sole source vendor due to their unique manufacturing capabilities, specifically their ability to meet the government's specialized design requirements and flexible delivery timeline.
The justification details that the required furniture must be durable, functional, and aesthetically appropriate for a professional office environment, supporting both individual and collaborative work activities involving computers and telephones. Market research was conducted, with one vendor (Interior Solutions) expressing initial interest but not providing a final quote, and another vendor (AIB) submitting a quote that did not meet the timeline and build-to-order requirements. The procurement is being conducted under AFFARS 5313.501 authority, with the contracting officer certifying that UNICOR's quote is fair and reasonable compared to the Independent Government Estimate.
