About this file

This document is a Justification and Approval (J&A) for an Other Than Full and Open Contract for a Clinical Child Literacy Program for American Indian and Alaska Natives. The J&A outlines the rationale for awarding a sole source contract to the incumbent provider, Reach Out and Read, Inc. (ROR), to continue providing early child literacy services at over 550 federal and tribal hospitals/clinics, including urban Indian programs in 41 metropolitan centers.

The key details are: ROR has provided excellent service and has a longstanding working relationship with the sites for over 20 years. Awarding to a new provider would disrupt the current active 220 sites that have integrated the program into their pediatric clinics and trained staff. ROR also has an established relationship with the publisher to provide books. The anticipated pricing is determined to be fair and reasonable based on analysis of prior procurement history and comparable market rates. The sole source contract will be awarded by the Indian Health Service.

Not awarding to ROR would disrupt the current active 220 I/T/Us sites that had integrated the program into their pediatric clinics and trained staff to implement, monitor, and submit reports twice a year. ROR has provided excellent service and working relationship with the I/T/U clinics for over 20 years. A new program will compromise the quality of the program, training of staff, getting familiar with new processes, and potential increased cost and availability of books. ROR also has a longstanding relationship with the publisher to

Rates have been compared to procurement history as well as similiar effort in the market and found fair and reasonable with that basis.

Prior to the award, a confirmation from ROR will be required to ensure the rates charged by the organization is comparable to the contract awards made to other government and commercial customers. The labor rates proposed will be compared with similar labor categories on GSA schedule and historical procurement pricing. Additionally, labor rates on the Contract-Awarded Labor Category (Pricing Tool) will
