This is not a solicitation announcement. This is a Notice of Intent to Sole Source only. The Information received will be used within Naval Facilities Engineering Command (NAVFAC) Washington in conjunction with the procurement process.
13. PROJECT DESCRIPTION:
The use of Siemens direct digital control system and components will be required for all projects that require a connection to the “BACNet Standard” and UFGS 23 09 23.02 (BACNet Based BCS) approved specification and standards installation network facilities control and monitoring system. The system shall include, but is not limited to, stand-alone digital controllers, modular building controller, terminal equipment controller, a communications network and a separate workstation computer with workstation software. Filters, planned maintenance, corrective/reactive maintenance, internal monitoring and control. (Note: No systems internal to the JADOC facility report out from the facility with the exception of limited fire alarm and fire suppression system communications). Due to Information Assurance and requirements emerging from the classified electronic and mission environment, all Data/Communications, HVAC, power, water, and other infrastructure reporting is all constrained to within the building itself (with the exception of any reporting performed from the electrical supply infrastructure physically outside the envelope of the facility).
This is a new procurement. It does not replace an existing contract. No prior contract information exists.
The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR Subpart 6.3 “Other Than Full and Open Competition,” paragraph 6.302 specifies the circumstances permitting other than full and open competition, including paragraph 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”. Paragraph 6.302-1 “supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or (B) Unacceptable delays in fulfilling the agency’s requirements.
The statutory authority of this justification is in IAW FAR 8.405-6(b)(1). It is the policy of Joint Base Anacostia Bolling that every new building or building renovation of significant size incorporates DDC as the means of HVAC control. This is done in accordance with Air Force Regulation 91-24, Real Property Operation and Maintenance, Energy Management and Control Systems (EMCS). EMCS sets policies and procedures for managing, operating, repairing, and maintaining installed equipment for EMCS. This regulation applies to all regular Air Force Civil Engineering activities. Specifically, paragraph 3, Section c.7a “The complete system must consist of a single EMCS that monitors and controls mechanical equipment in all facilities containing centralized heating systems or air-conditioning units of 10-ton capacity or larger.” and paragraph 5, “expanding the EMCS. The Air Force goal for EMCS expansion is to have a single EMCS at each base, to monitor and control facility energy consumption and utility metering.”
The existing base wide EMCS system is a Siemens Building Technologies, Inc. Landis Division System 600/Apogee Direct Digital Control (DDC) system.
Timeliness of response to a life and safety threat is critical. Optimum communication by the Energy Management Control System is essential. The communications protocol, used by Siemens Building Technologies, Inc. Landis Division System 600/Apogee DDC rev 3.6, system constantly monitors space conditions and equipment status and provides alarms when unusual conditions or equipment failures occur. The Siemens control system transfers data from one piece of equipment to another, is unique in their equipment, and is not capable of communicating directly with other manufacture’s equipment, which is typical of DDC manufacturers. Other sources that provide building automation control systems include Johnson Controls, Honeywell, Inc., Andover, Info Scan, Automation Logic, and Washington Gas Energy Systems. However, none of these systems are compatible to each other or to the Siemens Building Technologies, Inc. Landis Division System 600/Apogee Rev 3.6, DDC system currently installed and in use on Joint Base Anacostia Bolling. Use and maintenance of several DDC systems that do not communicate directly would require intensified manual workarounds. For this reason, the proprietary item included in the specification is needed to meet the requirements of Joint Base Anacostia Bolling. In addition, a major purpose in using DDC is reduced maintenance on controls and the ability to analyze or correct problems before sending maintenance personnel into the field, thereby reducing manpower labor and increasing reliability and responsiveness. DDC systems which do not fully communicate with the host workstation will (1) require an additional host workstation and (2) require maintenance personnel to learn a new program language which increases manpower and training requirements and reduces reliability and responsiveness. The use of multiple DDC systems would also increase costs for spare parts for separate systems would have to be maintained. For example, base personnel would have to go to the building in question, print out an alarm record and equipment trend, take a laptop to help in troubleshooting the problem and then determine what part was required for the repair. This inefficiency is detrimental to the mission. Therefore, the sole source DDC specification is necessary due to the increase labor and material costs that Joint Base Anacostia Bolling would incur if DDC systems other than Siemens Building Technologies, Inc.
Landis Division System 600/Apogee DDC system were installed.
Anacostia Bolling must meet or exceed Air Force Regulation 91-24, Real Property Operation and Maintenance, Energy Management and Control Systems (EMCS), which sets policies and procedures for managing, operating, repairing, and maintaining installed equipment. Maintaining the integrity of Siemens, control system requires service technician to be certified and trained on the most current Siemens program protocol. Maintenance personnel reacting to these alarms are able to make adjustments or repair equipment before occupants of the building are aware of the problems.
Several systems would require several different control computers, training for each system, and available spare parts for each system. The limited number of maintenance personnel on Anacostia Bolling, does not allow us to train each personnel on different systems. CES needs to assure that the building EMCS systems on Joint Base Anacostia Bolling are standard; allowing CES maintenance personnel to support the mission of the Air Force, Army, Navy and Air National Guard organizations, and flights on Joint Base Anacostia Bolling. Communication of the EMCS system is different; some require a LAN truck and a booster every 10.000 feet. Each booster would require a power source. The base uses Fiber Optic network as the main method of communication on Joint Base Anacostia Bolling. JBAB also uses dictated copper phone lines for some locations to the two established fiber optic communication hubs on JBAB, to each building on the current Energy Management Control System (EMCS) network currently the shop has lap top computers to interface with the panels on a day to day basis, when they respond to a trouble call. Several DDC systems would require CES to have laptops for each system.
This office anticipates award of a contract for these services March 2022. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available.
