About this file

This document is a justification and approval for sole source procurement of fire alarm system components and installation services for a corrosion control facility at Portland Air National Guard Base. The base currently uses a Monaco brand fire alarm system, and the new facility must integrate with the existing system. Only Monaco equipment will be fully compatible, and procuring another system would double maintenance and training costs. No effort will be made to seek competition due to the proprietary nature of the Monaco system requirements. The estimated value of the sole source components is $70,661. The related federal contract opportunity is a pre-solicitation notice for construction of the B235 ADAL facility issued by the Department of the Army Oregon Army National Guard.

Name and describe the required suppliesservices: TQKD20-9002 - ADAL Corrosion Control, B235

The base uses Fire Alarm Panel and Transmitter. Monaco Fire Detection and Alarm is the brand of equipment required, to include associated installation by a certified installer, commissioning and training requirements, for the implementation of a complete system.

XWKRULW LWHG: United States Code 3304(a)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(ii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements.

5HDVRQ IRU XWKRULW LWHG: The current facilities on Portland Air National Guard Base use the Monaco Fire Alarm System. The corrosion control facility, B235, will require integration with the existing fire alarm system. The central station receiving equipment is Monaco and the transceiver must be fully compatible with this equipment. Acquiring a different alarm system as a whole would incur the additional cost of training as well as doubling maintenance and equipment costs due to maintaining two different systems. Procuring an identical system will minimize costs. The Portland ANGB currently sends 3 personnel to Monaco training at a cost of approximately $7,500.00 annually. Procuring a different panel would add an additional annual training requirement that travel funding and authorizations may not be able to support. It is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.

FWLRQV WR QFUHDVH RPSHWLWLRQ: Due to the proprietary nature of the Monaco system, no effort to compete these brand name requirements will be made.
