About this file
This document is a justification and approval for sole source procurement of automated logic controls and installation services for corrosion control at building B235 of the 142nd Fighter Wing. The base currently uses an automated logic direct digital HVAC control system, so procuring a different system for this new building would require additional training costs and maintaining separate systems. Only automated logic equipment is compatible with the existing system. The estimated value of the sole source components is $157,104. The solicitation number for the related construction project is W50S8Y-23-B-0001_Ver2 for work at the 142nd FW B235. The contracting agency is the Department of the Army Oregon Army National Guard.

The base uses Direct Digital HVAC Control System. Automated Logic is the brand of equipment required, to include associated installation by a certified installer, commissioning and training requirements, for the implementation of a complete system.
XWKRULW LWHG: United States Code 3304(a)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(ii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements.
5HDVRQ IRU XWKRULW LWHG: The 142d Civil Engineering Flight currently uses the Automated Logic at Portland ANGB. The corrosion control facility, B235, will need to fully integrate with the existing Direct Digital Control (DDC) System. Acquiring a different system for this building would incur the additional cost of training as well as doubling maintenance and equipment costs for maintaining two different systems. DDC systems contain proprietary information and are not compatible between manufacturers. The 142 CES currently sends 3 personnel to annual DDC training at a cost of approximately $7,500.00 annually. Procuring a different panel would add an additional annual training requirement that training and travel funding authorizations may not be able to guarantee. It is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
FWLRQV WR QFUHDVH RPSHWLWLRQ: Due to the proprietary nature of the Automated Logic System, no effort to compete these brand name requirements will be made.

2WKHU DFWV: There are no known alternative systems that are fully compatible with the aforementioned systems based upon lessons learned and expert judgment by the subject matter experts and experience of the Oregon Air National Guard, National Guard Bureau, and Air Force.
