Justification for Other Than Full & Open Competition (November 2011)

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

2. The action being approved is the acquisition of supplies/services on other than a full and open competition basis.

[x ] Based upon the technical certification on file, technical data is not available and cannot be developed to permit full and open competition. The data presently available reflects the minimum needs of the Government.

1. I respectfully request and require the brand name purchases of Dining Facility Equipment for Warrior Restaurant, Bldg. 3003 and BLDG 8439, located at Fort Stewart, GA to be supported by selected brand name. I need the equipment delivered and set up as early as possible, based on approvals. Soldiers have been pin-pointed to be shipped to Fort Stewart in support of Special Operations and 3ID. I respectfully need your assistance to meet the mission requirement to support war-fighters and help modernize the nutritional needs of the Army, in an effort to making Warrior Restaurants every soldier’s preferred eatery.

2. All five dining facilities aboard Fort Stewart are open 365 days a year, and combined is the largest, continuously operating garrison food service operation in the Army feeding thousands of meals per day, seven days a week, the dining facilities support hundreds of thousands of warfighters, annually, as well as the National Guard and Reserve soldiers.

3. It has been our past experience that other equipment of this nature fail under such extensive use. However, the attached stated equipment / MIPR 0011969526 is recognized as, and has proven itself to be, the top-brand to withstand and perform under continuous use. Purchasing the attached brand name also lowers costs for replacement parts (i.e. wheels, Stainless steel pins, etc.) and makes components interchangeable through the entire operation;

thereby saving FPSE and maintenance dollars, while dramatically reducing the repair time.

4. Therefore, for such reasons stated attached quoted equipment meets and fulfills the government’s performance requirements. Currently DPW has an approved design and due to the tight window, we needed to request for a Brand Name Equipment, to meet the need of our facilities.

5. This equipment was requested based off of the age of the building and how best to renovate and get the best quality of dining facility equipment.
