Organization/Line Office: Utah Army National Guard HHC 19th Special Forces Group (Airborne)

Description of Action being approved: New contract, firm fixed price

Description of Product, Supplies or Services required to meet the Agency’s needs: Mystery Ranch ATM CWF Pack

Statutory Authority permitting other than full and open competition: This acquisition is being conducted under the authority of Federal Acquisition Regulation (FAR) 6.302-1(c)

Identification of the Justification Rationale:

1. The mystery ranch ATM CWF pack is developed specifically designed for pulling sleds and has been extensively tested in the arctic. The pull-frame’s waist band has pull loops on both sides and built to pull large loads without creating stress points on the body. The yoke has a quick release buckle for quick removal. The pack itself has 3 rows of buckle closures, spindrift collared pockets and PALS webbing or attaching the 3 included zipper pockets in various configurations. The interior features compression straps, a large drop pocket with compression for a radio, two side drop pockets for hydration bottles or bladders, and a zippered port for antenna. The pack includes two lids, a removable flap lid with zipper pocket and removable day pack with zippered pocket that converts to an E&E bag. It also includes four straps for lashing extra heavy loads.

2. This is the pack currently being used by SOF for extreme cold weather operations and is not available through a different vendor

3. This pack was designed by SOF personnel and evaluated by USASOC as being the only pack designed specifically for military use in extreme cold while pulling a sled.
