BRAND NAME JUSTIFICATION AND APPROVAL
Purchase Request/Requisition # 11650696 / W81A9P11380001
Organization/Line Office: Utah Army National Guard HHC 19th Special Forces Group (Airborne)
Description of Action being approved: New contract, firm fixed price
Description of Product, Supplies or Services required to meet the Agency’s needs: Beyond clothing cold weather layer system
Statutory Authority permitting other than full and open competition: This acquisition is being conducted under the authority of Federal Acquisition Regulation (FAR) 6.302-1(c)
Identification of the Justification Rationale:
1. The beyond cold weather layering system is multiple layers of clothing that can be worn as needed to adjust for varying temperature conditions and activity levels. All layers worn together will keep the user comfortable to -65 degrees.
2. The active layer A-5 durable jacket and pants are consists of a rigid soft shell pants and jacket that have an inner fleece laminate that wicks moisture away from the body and traps heat. The durable 4-way stretch protects from the wind and rain. This layer is used for high activity in the cold.
3. The K-7 Light Belay Jacket with hood that is designed to be worn in conjunction with the A-5 durable layer. This breathable shell is constructed with 20 denier ripstop with mechanical stretch and the entire jacket can compress down into an internal storage pocket when not in use.
4. The A-7 Cold pant is designed for warmth in extreme cold as a layering system over the Active layer in static or slow movement activities. The pants are built with DWR coated nylon ripstop shell over Climashield APEX insulation. This material retains heat while wet and fries much faster than down. The nylon ripstop shell repels wind and rain and is sized to be worn over the mid-layers from the same company. These pants have a 2-way side zip for pocket accessibly, ventilation, and easy layering over boots.
5. The K8 Polar Parka is constructed of Primaloft Gold insulation with a 70-denier micro ripstop shell providing wind-proof and water-resistant protection while retaining breathability. High wear areas are covered with double layer 40-denier Cordura. The Jacket has an insulated hood and detachable Fur ruff for added wind and cold protection. This jacket with these features is not available through another vendor.
6. The beyond cold weather layer system is designed and fitted to be worn together for temperatures to -65 degrees.
7. This layering system has been evaluated and is currently being used by 19th SFG (A). They are familiar with the sizing and fit requirements for extreme cold and have all been properly fitted for each individual piece being requested. The new SOF cold weather system made by Patagonia (MARS Military Alpine Recce System). Is currently in redesign and not available.
8. This company has provided a signed 889 form.
