SOLE SOURCE JUSTIFICATION FOR SIMPLFIED ACQUISITIONS
FAR Part 13.106-1(b)(1)(i)
1. Identification of the agency and the contracting activity:
In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), the Office of Acquisition Management proposes to award a purchase order on the basis of other than full and open competition with PICKARD, INC. - CHINA who provides products, on behalf of OBO/OPS/RDF. The total estimated cost is $199960.90.
2. The nature and/or description of the action being approved.
The action being approved is a new contract.
3. A description of the supplies or services required to meet the Department’s needs.
OBO/OPS/RDF has identified the PICKARD, INC. - CHINA pieces for the level of customization offered by this company. The selected pieces will not only coordinate with the unique architectural details, the environment, and the existing conditions of the CHIEF OF MISSION'S RESIDENCE IN WASHDC, UNITED STATES, but that will also withstand the type of usage of our representational areas given our replacement cycles.
The requirement is to provide for the CHIEF OF MISSION'S RESIDENCE IN WASHDC, UNITED STATES at a total cost of $199960.90. This will allow the CHIEF OF MISSION'S
RESIDENCE IN WASHDC, UNITED STATES meet the stringent standard of representational residences.
4. An identification of the statutory authority permitting other than full and open competition:
This new contract is permitted in accordance with FAR 13.106(b)(1)(i), in accordance with 41 U.S.C. 1901
5. A demonstration that the proposed contractor’s unique qualifications or the nature of the action require use of the authority cited.
PICKARD, INC. - CHINA is uniquely qualified for the nature of the acquisition, for it allows our designers to fulfill the design plan created for these representational residences.
6. A description of the efforts made to ensure that offers are solicited from as many potential sources as is practicable.
In selecting these items, extensive market research was conducted to verify the validity of the specific vendor, PICKARD, INC. - CHINA, as meeting the highest standards of RDF’s representational requirements. Multiple vendors and their products were compared to the quality, value and appropriateness of the final selections. These products were determined to be the most appropriate selection for the architecture, environment and existing condition of the CHIEF OF MISSION'S RESIDENCE IN WASHDC, UNITED STATES.
7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable. Note: dollar amounts may not exceed statutory limitations for the commercial items test program identified in FAR 13.500.
The Contracting Office determines that the anticipated price will be fair and reasonable based on extensive market research and previous purchases. By signing the justification, the Contracting Officer makes a determination that the cost/price to the Government are expected to be fair and reasonable.
8. A description of the market research conducted (per FAR Part 10) and the results or a statement of the reason market research was not conducted.

9. Any other facts supporting the use of other than full and open competition such as:
None.
10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition.
None.
11. A statement of any actions the agency will take to remove or overcome any future barriers to competition before any subsequent acquisition for the supplies or services required.
Procurement of representational furniture does not lend itself to advertising or competition because selection is based on quality, type of house, climate or historical requirements. The Office of Residential Design and Furnishings (OBO/OPS/RDF) has a vast library for consideration. In addition to catalogs and samples RDF’s librarian arranges for vendors to visit the office to make new or updated product presentations to the design staff. The design staff always seeks new sources for goods by attending biannual trade shows.
