About this file

This is a Justification for Other Than Full and Open Competition (J&A) document for the Defense Logistics Agency (DLA) to procure a renewal of Unison's TruePlanning® Software Package. The document outlines a sole-source procurement for a specialized software solution supporting DLA's Technology Foundation Services, with a total estimated contract value of $356,149.82. The contract will span three years, including a base year from July 1, 2025 to June 30, 2026, and two 12-month option years, with subsequent periods from July 1, 2026 to June 30, 2027, and July 1, 2027 to June 30, 2028.

The TruePlanning® Software Package is described as a robust, scalable IT application that helps government agencies produce credible lifecycle estimates, accelerate cost estimation processes, and provide cost transparency. The justification for sole-source procurement is based on the software being a brand-name item from UnisonCE, with no alternative products meeting DLA's specific requirements. The document emphasizes the software's critical role in supporting process and cost avoidance improvement projects, and its importance to DLA's Information Technology operations, particularly in supporting warfighter-related activities.

3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET

THE AGENCY’S NEEDS (INCLUDING THE ESTIMATED VALUE)

DLA has a requirement to procure the renewal of Unison’s TruePlanning® Software Package in support of the DLA Technology Foundation Services office. Unison’s TruePlanning® solution helps government agencies and contractors worldwide produce credible, traceable, and defendable lifecycle estimates, accelerating the cost estimation process, providing cost transparency, and capturing all aspects of a project in a unified model. The OEM for this product is Unison CE. This requirement will consist of one 12-month Base Year, and two 12-moth Option Years. The period of performance for each term of the proposed contract is as follows:

Base Year: July 1, 2025 – June 30, 2026 Option Year One: July 1, 2026 – June 30, 2027 Option Year Two: July 1, 2027 – June 30, 2028

The renewal of the Unison’s TruePlanning® Software Package will enhance the Defense Logistics Agency’s ability to provide “should cost” analysis estimates that decrease the turnaround time, which have a tremendous positive impact on assisting the procurement community in obtaining “fair and reasonable” prices for aviation items that are purchased. The total estimated cost of this requirement is $356,149.82.

Currently, TruePlanning® Software Package by Unison is the only product that will support DLA’s requirements and meets the Government’s needs. However, DLA has and will continue to exercise competition as often as possible and is required to conduct ongoing reviews to keep abreast of new technology, both in industry and in the Government. As a continuing effort, DLA utilizes a variety of vendors, manufacturers, and contracts to fulfill its requirements and will continue the practice of surveying the market to ensure full and open competition.
