About this file
This document is a Sole Source Justification for Simplified Acquisitions for the Department of State's Office of Acquisition Management. The document authorizes a $14,550.00 purchase order from Salvations Architectural Furnishings for fireside accessories and casegoods specifically for the Chief of Mission's Residence in Tokyo, Japan. The procurement is being conducted without full and open competition due to the vendor's unique ability to provide customized furniture that coordinates with the residence's architectural details, environment, and existing conditions.
The justification highlights extensive market research conducted to verify the vendor's suitability, noting that procurement of representational furniture requires specialized selection based on quality, house type, climate, and historical requirements. The Office of Residential Design and Furnishings (OBO/OPS/RDF) determined Salvations Architectural Furnishings to be the most appropriate vendor, with the purchase intended to meet the stringent standards of representational residences. The contract is authorized under FAR 13.106-1(b)(1)(i) and is supported by technical and contracting officer certifications dated May 21 and May 30, 2025, respectively.
