About this file

This document is a Justification and Approval (J&A) for a Brand Name or Equal Requirement issued by DLA Troop Support Subsistence for food service equipment to be used in the Hawaiian Islands. The acquisition is a Request for Quotations (RFQ) for 10 specific commercial kitchen equipment items, including convection ovens, tilt skillets, fryers, ranges, steamers, and cookers from brands like Hobart, Vulcan, Garland, Solaris, and Cleveland. The total quantity ranges from 1-5 units per equipment type, with a total of 18 pieces of equipment.

The solicitation is specifically tailored to the unique electrical standards of the Hawaiian Islands, requiring equipment that is compatible with local voltage specifications. The J&A allows for "or equal" items to be submitted, provided they meet the same form, fit, and function as the specified brand name models. The contract will include installation requirements, with the awardee responsible for installing new equipment and removing/disposing of replaced items. The acquisition is being conducted as a competitive solicitation to maximize potential sources, with technical data packages for alternate items to be reviewed by the customer for acceptability.

5. These items/models were chosen specifically by the customer. The Hawaiian Islands have unique electrical standards that differ from other CONUS locations. The above equipment, or equal, is required in an effort to reduce issues with voltage compatibilities.

The Name brand equipment, or equal items, are required as they are tested and proven to work reliably with the local voltage specifications, ensuring optimal performance and reducing the risk of electrical issues or damage. This compatibility is crucial for maintaining the efficiency and safety of dining facility operational needs. The customer is willing to accept alternate items proposed by responsible offerors as long as the alternate items meet the same form, fit, and function as the requested items/models, proving to be compatible with the island voltage requirements. This applies to all items under this acquisition.

6. The items being procured are publicly available commercial items, this acquisition is being issued as brand name or equal in an effort to solicit offers form as many sources as is practicable by allowing the consideration of alternate “or equal” items. This justification will be made available for public inspection with the solicitation, redacted as necessary, in accordance with FAR 6.305(c). A notice will be publicized as required by Subpart 5.2 of the

FAR.

7. The customer conducted market research. The market research revealed that commercial companies can provide the brand name items. This applies to all items.

8. There are no additional facts supporting the use of Brand Name or Equal requirements.

DLA Troop Support does not own or have access to approved military specifications for items required by the customer. The items are not in association with a National Stock Number (NSN).

9. In an effort to overcome barriers to competition, the solicitation for these items will allow for submission of items that are equal to the brand name items. Technical data packages for offers of alternate items will be sent to the customer in order to determine acceptability.
