About this file
This document is a Sole Source Justification for a simplified acquisition under FAR Part 13 to award a purchase order to C.G. COE & SON INC. for rugs and mat products on behalf of the Office of Residential Design and Furnishings (OBO/OPS/RDF) for the Chief of Mission's Residence in Quito, Ecuador. The total estimated cost is $56,827.00. The justification cites C.G. COE & SON INC.'s unique qualifications to provide the customized pieces that coordinate with the architectural details, environment, and existing conditions of the residence. Market research was conducted to verify C.G. COE & SON INC. as the most appropriate vendor to meet the representational requirements. The Contracting Officer determined the anticipated price is fair and reasonable based on the market research and previous purchases. The procurement of representational furniture does not lend itself to full and open competition due to the specific quality, type of house, climate, and historical requirements.
