May 2022 FOR OFFICIAL USE ONLY – J&A No. __-___

Telesis in the only vendor capable of providing the services required at the level of quality required because these IT services ordered are unique or highly specialized.

The current contract ends 31 March 2023. There is no other vendor who can fufill the contract requirements under the current conditions. Due to the risk of a downtime in our systems and the lack of a follow on contract, this contract extension will fulfill the current requirements.

5. Reason for Authority Cited: (FAR 6.302-1)

USSOCOM invested $1,369,880.00 8 FTEs and 15,040 hours of development on the PAAWs contract this year for period of performance 31 March 2022 through 31 March 2023. The contractor supporting PAAWs is Telesis. We are requesting a up to 6-month extension in preparation for the new follow-on contract. The clause 52.217-8 Option to Extend Services was unintentionally left out due to administrative oversight. This clause allows for services to be extended up to 6 months. In order to solve this administrative issue, we must do a bilateral modification to insert the 52.217-8 Option to Extend Services clause. A Justification and Approval is needed to insert this clause since the 6 month extension is out of scope.

A new contract would not be able to meet the existing deliverables which include execution database support, development and integration of AE dashboards and real-time Programmatics data. Downtime for any of the systems would introduce unnecessary risk into the SOF AT&L enterprise. The estimate of cost to the Government to duplicate the existing capability would be $2,000,000 which is more than double the 6-month extension contract cost. This estimate was derived by looking at the number of hours of development for a new contractor to replicate the existing knowledge of processes, data, financials, programmatics, technology and tools to support the contract objectives. It would require extra time and resources to achieve same level of support.

6. Efforts/Actions to Increase Competition: (FAR 6.303-2(b)(6) & (11))

The existing PAAWs contract was a direct award through GSA STARS II Government wide Acquisition Contract (GWAC) to 8(a) vendor Telesis, 8300 Greensboro Drive, Suite 600, McLean, VA 22102, a Women Owned 8(a) company.GS-06F- 0711Z/H92404-20-F0049 for a base year period of performance from 1 Apr 2020 and two one-year options through 31 Mar 2023.

A Notice of Intent was posted on 15 February 2023 with an end date of 01 March 2023. We explained our intent to extend the current contract for up to 6 months and our intent to compete a new contract in the near future. We also explained the reason for this J&A. We received only one response. Geologyreview responded with a capability statement. Mr. Marvin Marcia, Contracting Officer responded by saying there will be an opportunity to compete within an 8(a) set aside in the near future and that our intent was to extend the current contract. Mr. Marcia explained that due to risk of systems being down for several weeks/months, we must extend the contract.

7. Market Research: (FAR 6.303-2(b)(8)).

May 2022 FOR OFFICIAL USE ONLY – J&A No. __-___

The Office of Small Business Programs and eSOF Databases were queried as part of the market research conducted for the new SOF Enterprise Acquisition Tools (SEAT) Support requirement which combines the follow-on PAAWs requirement and the eSOF requirement. Research concluded that there are multiple qualified sources within the 8(a) community and thus supports our follow-on acquisition strategy to combine the efforts and do an 8(a) competitive follow-on contract.

As explained in section 6, a Notice of Intent was posted. We received a capability statement from a vendor. However, as described in the above section, we cannot compete this requirement due to the risk of downtime to our systems. Telesis is the only vendor who can fulfill this requirement for next 6 months.

8. Other Authorities/Factors: (FAR 6.303-2(b)(9))

No other authorities apply.
