About this file
This is a Justification & Approval (J&A) document for a sole source contract awarded to the National Registry of Emergency Medical Technicians (NREMT) by the Joint Special Operations Medical Training Center (JSOMTC) at Fort Liberty, NC. The contract is for providing EMT and paramedic certification and re-certification services for Special Operations Combat Medics Course (SOCMC) students who require clinical and field internship rotations at out-of-state hospitals and fire/EMS services.
The contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) type with a 12-month base period and four one-year ordering periods. NREMT was selected as the sole source provider since they are the only nationally recognized agency able to provide these certifications, as confirmed through a Sources Sought notice posted on SAM.gov from October 9-17, 2024. The contract requirements include Emergency Medical Technician Initial Certification (EMT), National Registry Paramedic Initial Certification (NRP), EMT Re-Certification, and National Registry Paramedic Re-Certification services. The authority cited is FAR 13.501(a) for unusual and compelling urgency and exclusive licensing agreements.
