About this file

This is a Class Justification and Approval (J&A) document for a sole source procurement by the Naval Facilities Engineering Systems Command (NAVFAC) Washington. The document authorizes the purchase of Johnson Controls International (JCI) brand programmable building controllers for the Naval Support Activity at Annapolis, MD from 31 March 2025 to 30 March 2028. The procurement covers replacement of two aging facility-related control systems (FRCS): a 30+ year-old PMI system with 65+ field controllers and a 15+ year-old Metasys system with 45+ field controllers, both of which are beyond their usable life span.

The justification for sole source procurement is based on the proprietary nature of the JCI systems, cybersecurity requirements, and the need for seamless integration with existing infrastructure. A Sources Sought announcement on Sam.gov received no responses, indicating no alternative vendors can meet the requirements. The Navy conducted a rigorous analysis demonstrating that using JCI controllers will minimize costs, reduce cyber vulnerabilities, and improve operational efficiency by standardizing controllers, reducing training costs, and allowing centralized programming. The total estimated value is redacted, but the procurement is approved under 10 U.S.C. 2304(c)(1) for "only one responsible source" that can satisfy agency requirements.

CLASS JUSTIFICATION AND APPROVAL FOR USE OF OTHER THAN FULL AND

OPEN COMPETITION

J&A No. N40080-25-J&A-013

1. Contracting Activity:

Naval Facilities Engineering Systems Command Washington (NAVFAC WASH), Naval Support

Activity (NSA) Annapolis- Public Works Department (PWD) Annapolis.

2. Description of the Action Being Approved:

This Class Justification and Approval (CJ&A) authorizes and approves the use of brand name commercial equipment from Johnson Controls International (JCI) for the Sole Source purchase and replacement of Facility Related Control Systems (FRCS) programmable building controllers for the

Naval Support Activity located at Annapolis, MD. Authority to act under this class justification is authorized from 31 March 2025 to 30 March 2028.

3. Description of Supplies/Services:

PWD Annapolis has an ongoing requirement to repair, maintain and replace FRCS and associated components across the installation. The use of JCI brand name programmable building controllers are required for NSA Annapolis FRCS that is networked in Control Room at CHWP 597U (USNA-597U) referred to as BRAVO. The FRCS are configured and programmed using government licensed JCI software. Programmable building controllers include, but are not limited to, network controllers and routers, digital controllers, zone controllers, VAV controllers, unitary and equipment controllers and expansion modules. The JCI systems at USNA have two different operating systems, Metasys and PMI.

The PMI system is 30+ years old and includes 65+ field controllers, and the Metasys system is 15+ years old and includes 45+ field controllers. Both systems are beyond their useable life span, and the system hardware and software is no longer available.

Estimated Dollar Value of Brand Name Equipment ($k)

Planned requirements applicable to this J&A include:

4. Statutory Authority Permitting Other Than Full and Open Competition:

The statutory authority permitting other than full and open competition is Title 10, U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."

5. Rationale Justifying Use of Cited Statutory Authority:

NSA Annapolis has a reasonable need for the replacement of the two current JCI FRCS systems; JCI

PMI and JCI Metasys.

To assess the need for the replacement of the systems, the PWD Annapolis conducted a rigorous analysis the current JCI systems and inventory of programmable building control systems connected to the NSA Annapolis FRCS. The analysis evaluated the standardization of programmable building controllers and quantified the annual costs associated with procurement, sustainment of operation and maintenance, and establishment and sustainment of Department of Navy’s cybersecurity requirements. The results of this analysis demonstrated that in order to minimize costs and potential cyber vulnerabilities, the use of JCI programmable building controllers will be required for all projects that require a connection to the NSA Annapolis FRCS.

The JCI programmable building controllers and their associated application software are authorized per the Authority to Operate (ATO) as classified Platform Information Technology (PIT) systems.

DoD Instruction 8500.01 requires that all PIT systems have their defensive cybersecurity posture across the shore enterprise. The United States Naval Academy Information Technology Systems

Division (USNA ITSD) provides the ATO for JCI systems to operate through their IT network. JCI systems meet the stringent cybersecurity clearance Risk Management Framework per DoD

Instruction 8510.01. to receive the ATO from either USNA ITSD or NAVFAC CIO4.

Standardization reduces personnel training costs and decreases procurement costs related to maintenance additional parts inventory. Additionally, the installation of networked facilities control and monitoring systems so that all controllers can be programmed from a single central station versus a hybrid system composed of many different controllers and associated configuration/programming software, will result in further operational efficiency and decrease installation, maintenance, repair, and energy costs. Maintaining multiple solutions is inefficient and creates unnecessary work and overhead that increases the total costs of ownership and manpower costs.

JCI Systems are proprietary and they are the only vendor that can manufacturer, install and program this system. Furthermore, the replacement system needs to seamlessly integrate with the existing

FRCS network, and only the systems identified in this document can meet the requirement.

6. Description of Efforts Made to Solicit Offers from as Many as Offerors as Practicable:

In accordance with FAR 5.201, a Sources Sought announcement was published on the Sam.gov website on 6 February 2025 to determine if there were any companies capable replacing, installing and maintaining the JCI Government licensed software.

The Sources Sought Notice closed on 20 February 2025. No responses were received from the market which indicates that there are not any sources that would fulfill the requirement. In accordance with

NMCARS Annex 1, no other market research will be conducted as it is not practicable, and for the reasons identified in section 5 of this document for any company other than JCI to perform this requirement.

7. Determination of Fair and Reasonable Cost:

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this CJ&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition:

For the reasons set forth in Paragraph 5, NAVFAC Washington does not intend to compete future contracts for the types of supplies/services covered by this document. NAVFAC Washington will continue to monitor the controls industry to determine if any potential source emerge. NAVFAC

Washington will continually assess whether competition for future requirements is feasible.
