About this file

This is a Justification for an Exception to Fair Opportunity (J&A) for a sole source acquisition under FAR RFO 16.507-6(b)(1).

The Defense Healthcare Management Systems Contracting Division (DHMS-CD) is approving a sole source task order to Science Applications International Corporation (SAIC, CAGE Code 8HQV0) for data and cloud engineering support services. The work will be awarded through the NASA Solutions for Enterprise-Wide Procurement (SEWP) V Government-wide Acquisition Contract (GWAC), using SAIC's existing NASA SEWP Contract #NNG15SC52B. The task order encompasses a three-month firm fixed price (FFP) contract with an estimated period of performance from July 1, 2026 through September 30, 2026. Services include cloud engineering support, data restoration, cyber hardening, and deployment automation to support the mandatory migration of the Joint Medical Planning Tool (JMPT) and Medical Planning Toolkit (MPTk) systems to the cloud, as well as the Care Delivery Platform (CDP), in compliance with an Office of the Joint Staff Surgeon (OJSS) mandate to complete migration by July 30, 2026.

The exception to fair opportunity is justified under 10 U.S.C. 3406(c) based on urgent mission-critical requirements and unacceptable delays that would result from competitive procurement. SAIC is the incumbent provider with unique knowledge of JOMIS cloud architecture and current access to Common Access Cards (CACs) and cloud infrastructure credentials. Transitioning to a new vendor would introduce unacceptable delays, disrupt operational readiness, create security vulnerabilities, and cause loss of continuity during this critical phase. Market research indicates no other viable options are available. A longer-term competitive procurement with an estimated award date in first quarter fiscal year 2027 is concurrently in progress to address future requirements on a competitive basis. The document includes certifications from technical, requirements, and legal personnel confirming the accuracy and legal sufficiency of the justification, along with approval from DHMS-CD leadership.

Justification for an Exception to Fair Opportunity Federal Acquisition Regulation (FAR) Revolutionary FAR Overhaul (RFO)

16.507-6(b)(1)

1. Identification of the Agency and Contracting Activity:

The contracting activity/division responsible for this action is the Defense Healthcare Management Systems Contracting Division (DHMS-CD).

2. Nature and/or Description of Action being Approved:

The Joint Operational Medicine Information Systems (JOMIS) Engineering and Data Services team is requesting a sole source acquisition directly to Science Applications International Corporation (SAIC) for data and cloud engineering support through the National Aeronautics and Space Administration (NASA) Solutions for Enterprise-Wide Procurement (SEWP) V Government-wide Acquisition Contract (GWAC). This is an individual Justification for an Exception to Fair Opportunity under FAR RFO 16.507-6(b).

SAIC’s NASA SEWP Contract # is NNG15SC52B, and the Government anticipates awarding a three-month firm fixed price (FFP) task order with a three-month estimated period of performance. The task order # is currently unknown and will be identified at time of award.

This sole source action is necessary to ensure the JOMIS Program Management Office (PMO) can meet urgent, mission-critical requirements for data and cloud engineering support to the Care Delivery Platform (CDP) and the Joint Medical Planning Tool / Medical Planning Toolkit (JMPT / MPTk) environments, as directed by the Office of the Joint Staff Surgeon (OJSS).

3. Description of Supplies/Services and Estimated Value:

In October 2025, the OJSS tasked JOMIS with migrating JMPT/MPTk to the cloud, with a mandated completion date of 30 July 2026. This migration is foundational to modernizing medical planning capabilities, enabling a scalable platform to support a growing user base and providing the computing resources necessary for advanced modeling and analytics.

SAIC (CAGE Code 8HQV0) is an incumbent JOMIS contractor for current data and cloud engineering services to support the mandatory migration of two JOMIS systems—JMPT and CDP—to the cloud. The contract for this work was competitively awarded to SAIC through the Amazon Web Services (AWS) Marketplace under the Department of Defense (DoD) Air Force Cloud One (AF C1) enterprise cloud computing platform, which is a platform designed to

support is essential to mitigate program risks during this critical phase of the JOMIS program schedule and lifecycles of JOMIS portfolio products. Transitioning to a new vendor at the present time, which is not feasible, would require adequate time for onboarding, knowledge transfer, and technical architecture familiarization, in order to effectively support the JOMIS products.

If a new contract or task order is not established expeditiously, there is a high risk of significant disruption to Joint Staff timelines and mission objectives, including the potential and likely failure to meet the OJSS-mandated migration deadline. This action is necessary to enable the JOMIS Program Management Office (PMO) timely fulfillment of urgent OJSS requirements for data and cloud engineering support to the CDP and JMPT / MPTk environments while allowing sufficient time for a long-term, competed contract to be procured. The use of the NASA SEWP GWAC, and the selection of SAIC as the sole source provider, is justified based on continuity, technical expertise, and best value to the Government.

6. Other Facts:

a. Procurement History:

(1) Is this a new requirement?

This requirement is not new, but rather a continuation of an existing requirement that was competitively awarded through the Amazon Web Services (AWS) Marketplace under the Department of Defense (DoD) Air Force Cloud One (AF C1) enterprise cloud computing platform.

(2) If 6.a.(1) is No, was the action just prior to this one competed?

Yes, the prior action was competed.

(3) If 6.a.(2) is Yes, what has changed where this action cannot be competed?

While the prior action was competed, this sole source action is being requested because there is not sufficient time for it to be fully competed prior to a break in service due to a change in the current vendor’s contract status. Changing vendors mid-stream would significantly affect the migration timeline and, subsequently, requirements set by the OJSS. There is a longer-term contract procurement in progress with an estimated award date in 1Q FY27.

b. Additional Information:

Awarding this task order award to SAIC via the NASA SEWP GWAC is determined to be the most advantageous method for the Government due to the consideration of the following factors: price, technical capability, OJSS-mandated requirements, the JOMIS cloud and data strategy, and the need for uninterrupted continuity of service.

7. Actions to Remove or Overcome any Barriers to Competition:

4 OCT 2024

The JOMIS PMO will engage industry further to address future contracting needs for data and cloud engineering support on a competitive basis going forward. JOMIS understands the benefits of competitive contracting strategies and intends to leverage competitive approaches when determining the best way to address gaps in the operational medicine community.

This J&A supports a short-term solution (estimated three-month period of performance; 1 July 2026 through 30 September 2026) to avoid interruption to critical, ongoing work in progress, significant portions of which have specific deadlines from OJSS. Concurrently with this short-term sole source action, the longer-term competitive procurement is in the acquisition process with estimated award in the first quarter (1Q) of fiscal year 2027 (FY2027).

8. Market Research:

In accordance with FAR Part 10, comprehensive market research was initiated to explore potential solutions for the JOMIS PMO in 2026. This research employed a multifaceted approach that included internet searches, Requests for Information (RFIs), vendor meetings and demonstrations, and organizational analysis of various support providers and vehicles.

Market research indicates that SAIC possesses unique knowledge of the JOMIS cloud architecture and has been the incumbent provider for these services. Transitioning to a new vendor at this critical juncture would introduce unacceptable delays and detrimental program risks, including loss of continuity, increased costs, and potential security vulnerabilities during the transition period.

The required services are not available through the Committee for Purchase from People Who are Blind or Severely Disabled, nor are services available through the Federal Prison Industry.

Additionally, strategic market research is conducted continuously and is ongoing. JOMIS has a longer-term competitive procurement for these services currently in the acquisition process with estimated award in the first quarter (1Q) of fiscal year 2027 (FY2027).
