About this file

This is a Sole Source Justification for Simplified Acquisitions dated March 9, 2026, submitted by the Office of Global Acquisition on behalf of the Office of Bilateral and Multilateral Organization/Office of Protocol Services/Residential Design and Furnishings (OBO/OPS/RDF).

The justification authorizes a purchase order award to Bolier & Company LLC for casegoods (representational furniture) for the Chief of Mission Residence at a total cost of $68,871.00. The acquisition is justified under FAR Part 12.102 and 12.201 (Simplified Procedures and Restricting Competition) and Statutory Authority 41 U.S.C. 1901 based on the determination that only one source is available to meet the government's needs. The selected vendor is uniquely qualified to provide customized furniture pieces that coordinate with the Chief of Mission Residence's unique architectural details, environment, and existing conditions while meeting stringent representational standards and withstanding the usage demands of diplomatic representational areas. The justification documents that extensive market research was conducted comparing multiple vendors and products based on quality, value, and appropriateness before determining that Bolier & Company LLC's offerings were the most appropriate selection. The contracting officer determined the anticipated cost to be fair and reasonable based on this market research and previous purchases. The document notes that procurement of representational furniture does not lend itself to competitive advertising due to selection criteria based on quality, house type, climate, and historical requirements. The justification received certifications from Sharon T Kroszkewicz (Office Director), Alaina Wooten (Contracting Officer), and John W. Cox (Attorney Advisor).

SOLE SOURCE JUSTIFICATION FOR SIMPLFIED ACQUISITIONS

FAR Part 12.102, 12.201- Simplified Procedures Statutory Authority 41 U.S.C. 1910

1. Identification of the agency and the contracting activity:

In accordance with Federal Acquisition Regulation (FAR) 12.201 Simplified Procedures and

12.102 Restricting Competition the Office of Global Acquisition proposes to award a purchase order on the basis of other than full and open competition with Bolier & Company LLC who provides Casegoods on behalf of OBO/OPS/RDF. The total cost is $68,871.00.

2. The nature and/or description of the action being approved.

The action being approved is a new contract for a purchase order. Per 12.102 (a) I certify that only one source is available, Bolier & Company LLC, for this commercial purchase order this is the basis for the decision to sole source to the one company.

3. A description of the supplies or services required to meet the Department’s needs.

OBO/OPS/RDF has identified the Bolier & Company LLC for the level of customization offered by this company. The selected pieces will not only coordinate with the unique architectural details, the environment, and the existing conditions of the Chief of Mission Residence, but that will also withstand the type of usage of our representational areas given our replacement cycles.

The requirement is to provide for the Chief of Mission Residence at a total cost of $68,871.00.

This will allow the Chief of Mission Residence meet the stringent standard of representational residences.

4. An identification of the statutory authority permitting other than full and open competition:

This new contract is permitted in accordance with Federal Acquisition Regulation (FAR) 12.201 Simplified Procedures and 12.102 Restricting Competition and Statutory Authority 41 U.S.C

5. A demonstration that the proposed contractor’s unique qualifications or the nature of the action require use of the authority cited.

Bolier & Company LLCis uniquely qualified for the nature of the acquisition, for it allows our designers to fulfill the design plan created for these representational residences.

6. A description of the efforts made to ensure that offers are solicited from as many potential sources as is practicable.

In selecting these items, extensive market research was conducted to verify the validity of the specific vendor, Bolier & Company LLC, as meeting the highest standards of OBO representational requirements. Multiple vendors and their products were compared to the quality, value and appropriateness of the final selection. This product was determined to be the most appropriate selection for the architecture, environment, and existing condition of the Chief of Mission Residence.

7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.

The Contracting Office determines that the anticipated price will be fair and reasonable based on extensive market research and previous purchases. By signing the justification, the Contracting Officer makes a determination that the cost/price to the Government are expected to be fair and reasonable.

8. A description of the market research conducted (per FAR Part 10) and the results or a statement of the reason market research was not conducted.

See point #6.

9. Any other facts supporting the use of other than full and open competition such as:

None.

10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition.

None.

11. A statement of any actions the agency will take to remove or overcome any future barriers to competition before any subsequent acquisition for the supplies or services required.

Procurement of representational furniture does not lend itself to advertising or competition because selection is based on quality, type of house, climate or historical requirements. The Office of Residential Design and Furnishings (OBO/OPS/RDF) has a vast library for consideration. In addition to catalogs and samples RDF’s librarian arranges for vendors to visit the office to make new or updated product presentations to the design staff. The design staff always seeks new sources for goods by attending biannual trade shows.
