About this file
This document is an Antiterrorism Awareness pamphlet issued by the JB McGuire-Dix-Lakehurst Antiterrorism Office for contractors working on the joint base. The pamphlet provides guidance on recognizing potential terrorist threats and suspicious activities, with emphasis on contractor awareness of surroundings and reporting obligations. Key areas covered include identifying surveillance indicators such as unfamiliar people or vehicles, vehicles with expired tags, occupied or illegally parked vehicles remaining in the same location for extended periods, and the same vehicle repeatedly passing a location.
The document outlines nine categories of suspicious activities requiring reporting: surveillance, elicitation, tests of security, acquiring supplies, suspicious persons out of place, dry runs, deploying assets, and terrorism financing. It further details the four Force Protection Conditions (FPCON) levels—Normal, Charlie, Bravo, and Delta—with corresponding security posture expectations and protective measures at each level. The pamphlet specifies that suspicious activity must be reported to the 87th Security Forces Squadron at (609) 754-6001, with emergency contact via landline at 91-1 or cell phone at (609) 754-6001. The document directs those reporting suspicious activity to provide their name, company name, location, building name or street address, call-back phone number, and to remain at location until contacted by Security Forces or move to a location as directed by Security Forces via the Emergency Control Center.
