About this file
This document is Section L of a federal solicitation, containing instructions, conditions, and notices to offerors for a commercial items contract. The Government intends to award a single firm-fixed-price contract for a one-year base period plus four option years with a possible six-month extension. Offerors must submit proposals electronically to mary.saunders.3@us.af.mil and wanda.wilson.1@us.af.mil consisting of two separate parts: Part I (Price Proposal) and Part II (Past Performance Information). The solicitation specifies that funds are currently not available, and no award will be made until funding becomes available; the Government reserves the right to cancel the solicitation at any time without obligation to reimburse offerors for costs. Prices must remain firm for 120 calendar days from the receipt date. The contracting officer has determined adequate price competition exists; if this determination changes, offerors may be required to submit cost data to substantiate reasonableness and affordability, or the solicitation may be cancelled.
Offerors must meet all solicitation requirements, including terms, conditions, representations, and certifications, with any exceptions clearly identified and justified. Proposals must include completed FAR 52.212-3 certifications, SF1449 form (blocks 12, 17a, and 30a-c), and attachment J-10 Bid Schedule. Past performance references should cover the past five years and include up to ten relevant contracts for Federal agencies or commercial customers with similar scope and magnitude, particularly Fire Suppression services. Offerors must provide customer satisfaction ratings, corrective actions for substandard performance, and verified contracting officer contact information. Joint ventures with 8(a) firms require SBA approval prior to proposal submission. Only one business venture per company may submit a proposal. No site visit will be conducted, and all communications, questions, and answers will be posted to SAM.gov. Late proposals will be processed per FAR 52.212-1(f).
