Task Order Award Procedure

80ARC020R0011 (Contract Number TBD) is issued as a multiple award, cost plus fixed fee (CPFF) and firm fixed price (FFP) indefinite delivery/indefinite quantity (IDIQ) type contract.

The Contracting Officer’s Representative (COR) will develop a Task Order (TO) Statement of Work (SOW) for a proposed technical requirement that is within the scope of the contract Performance Work Statement, and will submit it, along with adequate funding, to the Contracting Officer (CO).

The CO shall issue (via email to the contractor’s contractual point of contact) an identical Task Order Request for Proposal (RFP) to each contractor under the contract. In accordance with FAR 16.505, all contractors will be afforded a fair opportunity to submit an offer and have that offer fairly considered for award of the TO. The TO RFP will include a clear description of the technical services to be performed, all TO deliverables, and the anticipated period of performance. The Government will indicate if the proposal shall be priced as CPFF or FFP.

The TO RFP will indicate any proposal page limitations. The TO RFP may include additional required FAR/ NASA FAR/ ARC clauses that will be included in the awarded TO, if they are not already included in the base contract; for example, special clauses regarding TO performance if the work is to be performed onsite at a federal facility. The TO RFP will describe the basis upon which the selection will be made to all contractors offering the required technical services under the multiple-award contract. Each TO RFP will be streamlined to request only the information required for the Government to adequately evaluate each contractor’s ability to perform the required task.

Each contractor shall have ten (10) calendar days from date of issuance of the TO RFP to provide the Government with a written proposal response, or to deliver notice to the CO that the contractor does not intend to respond to that particular TO RFP. The submitted proposal shall include a thorough discussion of the contractor’s approach to performing the technical work to be accomplished. Any exceptions to the TO SOW shall be discussed in the contractor’s proposal.

The contractor shall provide a cost proposal for the work requested, priced as CPFF or FFP as indicated in the TO RFP. The cost proposal shall provide sufficient backup for the Government to evaluate the proposed skill mix, itemized Direct Labor hours, itemized Direct Labor dollars, any subcontract costs, travel (if necessary), and Other Direct Costs. They must also include Indirect rates, proposed fixed fee in CPFF proposals and profit percentage when submitting FFP proposals. Subcontract costs must be proposed as separate itemized line items, and the Prime Contractor shall discuss whether the subcontract is competitive or noncompetitive in nature.

The Government will award a contract task order after evaluating the submitted TO proposals in accordance with the evaluation criteria set forth in the TO RFP. The past performance of each contractor on earlier task orders under the contract, and past performance under other contracts, including quality, timeliness and cost control will be considered in the evaluation. If there are any questions about technical approach or cost/price, the Government reserves the right to contact an individual contractor’s technical and contractual representatives for

80ARC020R0011 Attachment J. 1 (a) 6 clarifications about their proposal. If required, after clarifications, the Government may request the contractor to revise their proposal.

The CO will evaluate the proposals, with technical input from the COR, and select the proposal that is the best value for the Government. If the CO or COR require additional technical or procurement input during proposal evaluation, any additional TO evaluators shall only be Government civil servants. The CO shall prepare the task order documentation, obligate the appropriate funding in NASA’s procurement system, and issue the task order to the selected contractor, which authorizes the contractor to commence the effort.

The CO will notify all other TO offerors of the selection decision.
