About this file
This document is an addendum to an Invitation for Written Quotes (IWQ) #1-703912 issued by the County for the Purchase, Delivery, and Installation of Recruitment Signs. The addendum provides clarification on the specifications, including that the posts are to be 4x4x8 cedar posts painted white, and that the sign faces are to be composite aluminum with a plastic core. The County is requesting quotes for 4 Police signs, 56 Fire signs, and 5 banners, with all 60 sign faces to be installed at 30 locations by November 7, 2023. The quote due date has been extended from October 18 to October 20, 2023. The County will issue a Purchase Order shortly after the recommendation is made, and the vendor will be responsible for contacting 811 for the installations. No permits are required, and the County will have a contact at the Fire Services Headquarters but not at each installation site.

Addendum #1
IWQ #1-703912
Purchase, Delivery, and Installation of Recruitment Signs
The date to receive quotes has been changed from 3:00pm on Wednesday, October 18, 2023, to 3:00pm on Friday, October 20, 2023.
Please see the below summation of questions and answers for the above solicitation.
Questions:
Q1. Regarding Section II.F, it states that Posts (4x4x8) are to be Premium Wood, CEDAR (for longevity), and painted WHITE. Since cedar is a beautiful natural wood, would the County consider either using 4x4x8 pressure treated posts and painting them white; or, perhaps leaving the Cedar Posts a natural color - no white painting?
A1. The County desires the specifications as is: cedar posts painted white.
Q2. Does the County call for 811 geolocate safe dig service for the 30 installation sites?
A2. The vendor will be responsible for contacting 811.
Q3. There are no specs for the thickness of the Composite aluminum faces (Section II.A). The standard is 1/8" and 1/4". It is preferred to use 1/4", as it is more rigid and less likely to sustain wind damage. What is the preferred material thickness?
A3. In the County’s research, it was indicated that 1/8” is used since it has a solid plastic core sandwiched between the aluminum faces. The County deems both 1/4” and 1/8” sizes acceptable, as long as there is reinforcement with the plastic core to ensure it’s non-flexible for mounting to posts without warping.
Q4: To clarify, there are 30 structures and 60 sign faces, meaning that each structure is double faced? That would mean a single-faced sign panel is attached on both sides, correct?
A4: Correct.
Q5: Are there any permits that are required?
A5: No.
Q6: Structures will be two-sided, correct?
A6: See A4.
Q7: Will all structures be installed in soil?
A7: Yes.

Q8: I understand that the County wants four (4) Police 4x8 signs with posts, 56 Fire 4x8 signs with posts, and five (5) banners. However, it only mentions installation of 30 signs. What are vendors to do with the other 30 signs not being installed? It’s probably safe to assume the County would not want these other 30 assembled if they are for inventory.
A8: To confirm, four (4) signs will be a combination of Fire Services and Police Services. The remaining 56 will be Fire Services only. All structures will be double sided.
Q9: How quickly will the County issue a PO after the quote due date? A completion turnaround time of about 14 business days after the due date is a tight schedule.
A9: A PO will be issued shortly after the County makes their recommendation. Per paragraph
IV.C, “It is the desire of the County to have installation/delivery fully executed by November 7, 2023; if this is not entirely possible, the County will coordinate further with the awarded vendor.”
Q10: There are 60 signs total, but there are 32 locations for installation. Why? Are there two (2) signs for each location?
A10: See A4.
Q11: Can the County clarify what is meant by Plastic Core with Aluminum Sheeting? Are you referring to Dia Bond or Max Metal? If so, what thickness? 3mm?
A11: Plastic Core with Aluminum Sheeting is similar to Dibond or MaxMetal. Therefore, all would be acceptable. A thickness of 3mm is acceptable.
Q12: Please clarify what is meant by “ridge bond.”
A12: Rigidbond is solid plastic core with thin aluminum sheeting bonded to each side with baked enamel finish.
Q13: With bids due on October 18, and the County asking for all signs to be installed by
November 7, there is a tight turnaround time. Prior to the installation date, the vendor will have to contact 811 as well. So, depending on when the County awards the IWQ and how fast 811 can respond to clear the vendor for install, that day is probably not achievable.
Will there be an extension due to bad weather and raw material issues?
A13: Quotes are now due by 3:00pm on Friday, October 20, 2023. Also, please see A9.
Q14: Will there be a County contact at each installation location?
A14: A County contact will be located at Fire Services Headquarters, but not at each installation location.
