About this file

This Request for Quotation (RFQ) is issued by the Illinois Valley Soil & Water Conservation District (IVSWCD) in Oregon for the monthly rental of trucks to support District field operations during the 2026 field season. The District seeks one full-size pickup truck (1/2-ton or 3/4-ton preferred) with four-wheel or all-wheel drive, manufactured in 2022 or newer, for monthly rental from June 1, 2026, through November 30, 2026. The vehicle must be suitable for field use on gravel roads, farm access lanes, and rural terrain, with an extended or crew cab configuration and under 60,000 miles at rental start. The RFQ was issued on May 15, 2026, with quotes due by May 29, 2026, at 12:00 AM PST. No specific site visits or bidder conferences are mentioned in the document. The contract period spans six months, from June through November 2026, with no renewal options indicated.

Vendors must submit firm, all-inclusive monthly rates for each month, with pricing to include unlimited mileage or clearly stated mileage limits and per-mile overage charges, plus any delivery, pickup, or supplemental fees. Qualified vendors must hold a valid Illinois business license, provide proof of commercial vehicle rental insurance with a minimum $1,000,000 combined single limit liability, furnish a Federal Employer Identification Number or valid SSN, and demonstrate no debarment or suspension from State or Federal contracting. Quotes will be evaluated based on total cost for the full rental period, vehicle suitability, mileage policy, vendor responsiveness and availability, and references. The District, as a tax-exempt governmental entity, will provide a tax exemption certificate upon award and will carry its own vehicle use and operator liability coverage, while the vendor must maintain commercial fleet or rental liability. Fuel costs are the responsibility of the District during the rental period. The District reserves the right to select fewer than six months, negotiate a combined rate, or reject any or all quotes. Any disputes will be governed by Oregon state law.
