About this file

This is an Emergency Purchase Statement issued by the State of Illinois Chief Procurement Office for General Services, involving the Illinois Veterans Home Chicago (IVHC), a division of the Department of Veterans Affairs. The emergency procurement was executed to address critical staffing shortages at the Chicago Veterans Home facility. The vendor selected, Med-Call Healthcare, Inc., located in Lombard, Illinois, will provide Certified Nursing Assistants (CNAs) and Licensed Practical Nurses (LPNs) to fill vacant positions across all three shifts. The CNAs will provide nursing assistance and personal care services including bathing, feeding, ambulation, transfer assistance, vital sign recording, and other activities of daily living support for geriatric residents. The LPNs will perform practical nursing functions under supervision for physically and mentally ill or mentally handicapped residents. The contract term is 90 days, from September 21, 2026 through December 19, 2026, during which the agency will continue hiring permanent nursing staff. The emergency condition was classified as necessary to prevent or minimize serious disruption in critical State services affecting health and safety.

The total estimated expenditure for this emergency purchase is $391,950, funded through State Appropriated Funds. The emergency purchase was awarded on September 21, 2026, with authorization signed by Leah Thomas, Agency Procurement Officer, on September 22, 2026. No active State contract was available to meet the immediate staffing needs. Med-Call Healthcare was selected based on having trained professional nursing staff immediately available to cover required shifts. The agency documented its efforts to conduct this emergency procurement with as much competition as practicable under the circumstances, though the document does not specify detailed actions taken to solicit competitive bids or include Business Enterprise Program certified contractors. The contract represents an emergency response to address the facility's inability to maintain required staffing levels necessary for resident care despite ongoing direct hiring efforts.
