About this file
This is a Notice of Intent to Award from the Florida Prepaid College Board for Invitation to Negotiate (ITN) 25-02 regarding comprehensive advertising, digital marketing, and public relations services. The Board intends to award the advertising and digital marketing component to St. John and Partners and the public relations component to Moore Agency. These services will support the Florida Prepaid College Board, the Stanley G. Tate Florida Prepaid College Foundation, and ABLE United. The ITN was structured into two primary components: (1) Advertising and Creative Services, Digital Marketing, and Social Media Services, and (2) Public Relations, Partnerships, and Events. The procurement process included a written request for clarification deadline of December 4, 2025, at 12:00 PM (ET), and full responses were due January 15, 2026, at 12:00 PM (ET). The initial contract term is three years (2026–2029) with the potential for three additional one-year extensions. The award is contingent upon successful final contract negotiations between the Board and the selected respondents, and no binding contract exists until fully executed in writing.
The combined marketing budgets for the three entities range from $22.5 million to $28.5 million annually, with compensation structured as retainer-based fees for core activities and additional passthrough or hourly rates for project-based work. Monthly invoicing is required with Board approval for all expense incurrals, and the Board reserves the right to withhold up to 50 percent of invoices for nonperformance. Respondents were required to demonstrate a minimum of five years of experience in the financial services industry, maintain an active Florida business presence, and meet specific financial thresholds of $15 million in annual billings for advertising services or $5 million for public relations services. Evaluation was conducted on a 1,000-point scale encompassing organizational and strategic experience (400 points), work examples (400 points), and pricing (200 points). Subcontractors require prior written Board approval, and broadcast media and print production charges must be supported by competitive bids from at least two companies unless otherwise approved. Protests must be filed with Shanna Rains at the Florida Prepaid College Board within the time prescribed by Florida Statutes Section 120.57(3).
