2.1 Background Information
Founded in 1963 and located in the coastal heart of the Florida panhandle, Northwest Florida State College (referred to as the “College,” “Owner,” or “NWFSC”) has earned a reputation for educational excellence and community involvement. As part of Florida’s public system of twenty-eight state colleges, NWFSC offers bachelor’s degree programs, associate degrees, and certificates. The College’s service district is Okaloosa County and Walton County.
The NWFSC Mary Lou O’Connor Child Development & Education Center (CDEC) began operation in 1971, and its mission was to provide quality care and education to young children ages 2 ½ - 5 years old. The College originally introduced the CDEC to provide a lab with field-training opportunities in support of the College’s early childhood education program. The CDEC was accredited by the National Association for the Education of Young Children (NAEYC), beginning in the 1993-1994 school year and continuing through 2024. The CDEC was also a registered Voluntary Prekindergarten (VPK) program, which affords the CDEC with state funding for VPK students, and a contracted School Readiness Provider. In recent years, however, the College experienced waning enrollments, increased costs, and severe staffing shortages that increased the challenges of owning and operating the CDEC. Additionally, there was not as much demand as in the early years of the CDEC for on-site internship hours from the College’s academic program. In light of these considerations, in September 2024, the College determined to temporarily close the CDEC and assess the best options to provide on-campus child development and education.
Following research, the College has determined that the model that best serves the institution’s interests is to lease its existing CDEC facility to a third-party provider of accredited child development and education services, as described in this solicitation. This model will support the institution’s interest in continuing child development and education on its Niceville Campus while ensuring that the center has qualified operators who are responsible for their own business practices. The College determined that it will seek proposals from qualified vendors to lease the facilities and negotiate a lease with the proposer that can best fit the College’s overall needs on its Niceville Campus.
2.2 Purpose of Solicitation and Summary of Needs

3) “College,” “Owner,” or “NWFSC” is Northwest Florida State College.
4) “Contractor” refers to any Respondent, if any, whose response is selected for award and with whom the College executes a contract. This term may be used interchangeably with “vendor”.
5) “Evaluation Committee” or “Evaluation Team” is a group comprised of College employees established to review the responses submitted, score the Proposals in accordance with the criteria, and make a recommendation for award. The Director of Purchasing serves as the non-voting chair of the committee.
