About this file
This document is an Invitation to Negotiate (ITN) issued by Florida International University (FIU) for the construction and delivery of a new compact Life Support Buoy (LSB) to support the Aquarius Underwater Laboratory in the Florida Keys National Marine Sanctuary. The project entails building the LSB in strict accordance with provided engineering drawings, incorporating features such as a secure access hatch, through hull penetrator, and integrated mooring system. Respondents must demonstrate experience in marine vessel construction, knowledge of bent steel fabrication, and the ability to meet the project timeline from contract issuance to final delivery at a shipyard between Key Largo and Islamorada, Florida. The ITN outlines the required scope of work, deliverables, and evaluation criteria, including specific construction ability, relevant experience, price, timeline, and delivery capabilities.
The ITN requires respondents to provide a detailed quote, including material, construction, and labor costs, as well as any applicable warranty coverage. Respondents must also outline their anticipated project timeline and address technical considerations such as hatch access, through hull penetrator design, and buoyancy. The contract will be awarded based on the evaluation criteria, and the successful contractor must comply with all safety protocols and measures for the construction, transportation, and delivery of the LSB.

LIFE SUPPORT BUOY (LSB) FOR AQUARIUS
SCOPE OF WORK AND DELIVERABLES
PROJECT BACKGROUND AND DESCRIPTION STATEMENT:
Florida International University (FIU) is the owner and operator of the Aquarius Underwater Laboratory situated at a depth of 60 feet within the Florida Keys National Marine Sanctuary. Aquarius facilitates vital research, education, and outreach activities within one of the world's most ecologically diverse and economically significant ecosystems. The laboratory is supported by a 33-foot diameter Life Support Buoy (LSB) on the surface, providing essential functions such as electricity, breathing air, and communication capabilities for the Aquarius Underwater Habitat. FIU would like to acquire a new compact LSB with equivalent capabilities. To learn more about the Aquarius Research Station, visit:
https://environment.fiu.edu/aquarius/about/ .
PROJECT OBJECTIVE:
This project entails the construction and delivery of a compact Life Support Buoy in strict accordance with the provided engineering drawings. The resulting buoy will enable FIU to efficiently manage operations related to the Aquarius Habitat while concurrently reducing costs associated with corrosion management and hurricane preparedness.
SCOPE OF WORK AND DELIVERABLES:
1. Buoy Construction: The selected contractor must construct the Life Support Buoy in strict accordance with the provided engineering drawings referenced # 22022-100-1 Rev-P2.
2. Collaborative Meetings: The contractor is required to engage in meetings with the project manager at pre-specified construction milestones.
3. Functional Engineering: The LSB must incorporate space to accommodate a generator and air compressor (which will be installed by FIU). Detailed models will be provided by the FIU project manager.
4. Secure Access: Ensure the LSB is designed with a secure access hatch to facilitate safe entry and exit for personnel from the engineering space.
5. Through Hull Penetrator: The LSB’s design must incorporate a central through hull penetrator, approximately 6 to 8 inches in diameter.
6. Optimal Draft: The LSB’s construction should result in an approximate 3-foot draft in sea water, optimizing buoyancy.

7. Mooring Integration: The LSB must include 4 large pad-eyes for seamless integration with the existing mooring system.
8. Painting: Upon construction completion, the LSB must be painted according to the project manager’s specified paint scheme.
9. Delivery Location: The completed LSB must be transported to, and delivered to, a shipyard located between Key Largo and Islamorada. The exact address of the shipyard shall be provided at a later date.
CAPABILITIES:
1. Experience: Contractor is required to provide information about their years of experience in a similar field.
2. Marine Vessels Knowledge Construction: Contractor must demonstrate knowledge of marine vessels and shipbuilding experience, including experience with bent steel.
3. Expected Timeline: Contractor must outline the anticipated timeline from contract issuance through the delivery and transfer of the LSB.
PRICING AND DELIVERY:
1. Comprehensive Quote: Contractor must submit a detailed quote for FIU administration's review and approval.
The total cost must include the following:
a. Total Price for the LSB
b. Breakdown: material - construction – labor
c. Delivery to a location between Key Largo and Islamorada
Other: Warranty coverage if applicable
EVALUATION CRITERIA:
• specific construction ability
• relevant experience
• price
• timeline
• delivery capabilities
