About this file

This document is a Request for Quote (RFQ) issued by the Massachusetts Department of Early Education and Care (EEC) for the delivery, lease, maintenance, support, and supplies of multi-functional copier/printer/scanner devices under statewide contract ITC80. The RFQ specifies the required device specifications and quantities for five EEC locations, with a bid due date of August 14, 2024, and an estimated contract start date of August 30, 2024. Bidders may propose multiple equipment models and must provide separate pricing for units, maintenance, and supplies. Maintenance rates must be fixed for the first three years, with a maximum 3% annual increase thereafter. The devices must be compatible with EEC's PrinterLogic and Kofax AutoStore applications.

The RFQ outlines the evaluation criteria, including completeness of bid, technical requirements, product quality, price, delivery time, and service options. EEC reserves the right to request references, interviews, demonstrations, and site visits, as well as engage in a Best and Final Offer (BAFO) process. The contract will be awarded to the bidder(s) that provide the best overall value. EEC also has a preference to award the contract to a Massachusetts-based small business through the Small Business Purchasing Program (SBPP), if an eligible SBPP participant meets the evaluation criteria.
