About this file

This document is an Attachment E - Certified Disadvantaged Business Outreach Plan for ITB #S-63500-00010741 Ladd Marsh Domestic Well Improvements, issued by the Oregon Department of Administrative Services Procurement Services. The ITB is seeking a contractor to drill, develop, install a well pump, and test an approximately 300-feet deep domestic well located on the Ladd Marsh Wildlife Area in La Grande, Oregon. The ITB requires bidders to take reasonable steps to ensure that certified minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses have an equal opportunity to compete for and participate in any subcontracts. Bidders must indicate if they are a certified firm, list any certified firms they have had a contractual relationship with in the last two years, and describe the steps they will take to solicit certified firms for subcontracting opportunities if awarded the contract.

The ITB does not provide any details on pricing terms, set asides, the incumbent contractor, funding requirements or sources. It only requires the bidder to report the identity of each subcontractor and the value of each subcontract to the Oregon Certification Office for Business Inclusion and Diversity if awarded the contract.
