About this file
This is Addendum #2 to Invitation to Bid ITB21-0006 issued by the Henry County Water Authority (HCWA) Purchasing and Inventory Department for the design-build of a 150-foot monopole radio antenna tower for remote water meter reading. The project involves the installation of a monopole tower with associated antenna equipment, electrical service, foundation work, and site development at a location on HCWA-owned property in Henry County, Georgia. Prospective bidders were permitted to visit the site by contacting Bill Banks at 404.392.4006. The bid deadline was Thursday, October 14, 2021 at 2:00 PM, with submissions accepted either in person at the HCWA Operations Pavilion located at 1020 Industrial Parkway, McDonough, Georgia 30253, or online through Quest CDN (Project Number 8033373). Site visits did not require an access road, tree removal was not anticipated to be necessary, and large cranes could be brought into the fenced compound. The addendum clarifies that contract time extensions may be granted for supplier lead times upon prompt notification to HCWA.
Key specifications and requirements addressed in the addendum include that antenna loads, grounding specifications, electrical service requirements, foundation and tower drawings, as-built drawings, and landscaping plans are detailed in the Statement of Work. Foundation design is preferred over direct-set monopole installation based on soils engineering analysis, and all foundation spoils and construction debris must be hauled away from the site. Electrical work must comply with the National Electrical Code, and the 3rd party electrician is Wallace Electric; any electrical cost overruns beyond the bid allowance require owner approval and final change order adjustment. A bid bond equal to five percent (5%) of the base bid is required. The addendum does not specify contract duration, funding source, or total project budget.

We have received the following questions.
1. Question: Are we to provide an access road to the tower location? If so, what are the specifications?
Answer: No Access road.
2. Question: Can we visit the site? If so, please list contact and phone number.
Answer: Yes. Contact Bill Banks at 404.392.4006
3. Question: Can we cut down trees from around the fenced compound to get the crane into the compound and monopole installed?
Answer: Tree removal should not be necessary.

Answer: No. There are overhead utilities in the area. All those must be protected and all safety regulations must be followed.
