About this file
This document is an Invitation to Bid (ITB) for a Retail Infant Formula Rebate Agreement for the New England and Tribal Organizations (NEATO) WIC Program. The ITB requests bids from infant formula manufacturers for liquid concentrate, powdered, and ready-to-feed formula products that meet the requirements for issuance to generally healthy, full-term infants. The ITB does not provide any assurances on minimum or maximum number of infant participants or the quantities and types of formula that will be issued. Bidders must certify compliance with federal regulations and agree to cooperate with NEATO and current/future awarded manufacturers to ensure uninterrupted service to WIC participants.
The bid sheet provides fields for bidders to enter product details, lowest national wholesale full truckload prices, and rebate bids per unit for each physical formula type. The bid sheet also includes estimated monthly average number of infant participants by age category and total monthly ounces to bid. Bidders must submit bids to provide 100% of NEATO's formula needs across all geographic areas. There are no set-asides or incumbent information provided. The ITB does not specify any funding requirements, sources, or contract term and renewal options.
