About this file
This document is an Invitation to Bid (ITB) for a Retail Infant Formula Rebate System issued by the New England and Tribal Organizations (NEATO) consortium. The ITB is seeking bids for a contract to provide infant formula rebates to the WIC programs in the states of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and the Cherokee Nation and Seneca Nation tribal organizations. The ITB includes detailed participant and formula usage data from June 2015 through November 2015 for the NEATO region. Bidders are asked to provide pricing, rebate amounts, and proposed formulas for a variety of infant formula products and container sizes. Responses to the ITB are due by October 21, 2017, and the contract period is expected to commence on January 1, 2018 for an initial term of 3 years with the possibility of two 1-year extensions.
The ITB states that NEATO reserves the right to issue non-contract infant formulas to participants with documented medical conditions. No information is provided on pricing terms, set asides, incumbents, funding requirements or sources. The ITB aims to maximize full and open competition consistent with federal regulations governing the WIC Program.
