SECTION 1: GENERAL INFORMATION
1.1 SUMMARY OVERVIEW
The State of Oregon, acting by and through the Oregon Department of Fish and Wildlife, (“Agency”), is issuing this Invitation to Bid (ITB) to establish a Contract for Goods and Services.
The purpose of the ITB is to establish a Contract for Siletz Falls Carriage Repair for the benefit of the Oregon Department of Fish and Wildlife. The Work contemplated under this Contract includes all labor, materials, transportation, equipment, and services for, and incidental to, the completion of all construction Work in connection with the project described in the Contract Documents.
The Siletz Falls fish ladder was converted to an adult fish trap in 1994 to reduce the effects of hatchery winter steelhead and coho salmon from competing with a unique population of summer steelhead upstream of the falls. The Siletz summer steelhead population evolved by having a winter velocity barrier at the falls which would allow only summer migrating anadromous salmonids to ascend the falls. Once the trap was completed the upper Siletz basin became a refuge habitat for summer steelhead. The trap is currently used to remove surplus hatchery fish, collect summer and winter steelhead hatchery broodstock and eliminating winter migrating salmonids the opportunity to access the upper basin.
In order to move fish from the trap, which is on the far side of the river, a hydraulic hoist system was built to facilitate this action. The carriage used in the system has been in the elements for 30+ years and is now experiencing some problems with the roller bearings that need repair. To move fish with the current roller issues, staff would have to pull the carriage and fish bucket the last half of the distance to the trap. This action would put staff in positions that are not safe, either from the location they would need to be at the trap and from pulling the carriage and fish box to the trap.
The objectives of the project are to remove the problem roller from the carriage and replace the bearings, then put the carriage back together and ensure the system is operational.
1.2 SCOPE OF WORK
The contractor will provide a bucket lift to access the carriage, remove the problem roller, replace the bearings and install the new roller/bearing assembly. There will be a final operational test of the system to ensure the repair is good and the system ready for staff use.
The contractor will also be required to bring fire equipment to the site as a requirement of the landowner (Weyerhaeuser).
