About this file

This is a Scope of Work (SOW) for Scale Maintenance and Repair Continuing Services for the City of Tampa's Department of Solid Waste & Environmental Program Management. The contract covers maintenance, repair, and calibration services for five Mettler Toledo scales located at the McKay Bay Scalehouse and Transfer Station B, with services beginning December 1, 2026, and estimated to last approximately 6 months. The contract includes quarterly inspections, semiannual maintenance, and on-call repair services for three scales at the Scalehouse and two unattended scales at the Transfer Station. The award period is one year with two potential one-year renewals, and the successful bidder must respond to service requests within two hours and arrive on-site within 24 hours.

The pricing structure requires bidders to submit three components: a lump sum for scheduled calibration, an hourly rate for unscheduled maintenance, and mobilization costs. Bidders must demonstrate at least three years of experience providing similar services and provide documentation of their qualifications. The price schedule includes detailed line items for scale calibration, quarterly inspections, hourly repair rates, and mobilization costs for both the Scalehouse and Transfer Station B locations. The City reserves the right to negotiate additional scale-related services and requires three bids for large cost items like scoreboards. Parts for repairs will be supplied by the awardee on a cost-plus basis.

SCOPE OF WORK FOR SCALE MAINTENANCE AND REPAIR, CONTINUING SERVICES

1. BACKGROUND

The City of Tampa’s Department of Solid Waste & Environmental Program Management currently owns a total of five (5) Mettler Toledo scales. They are located at the McKay Bay Scalehouse, 114 South 34ht Street, Tampa, FL 33605 and Transfer Station B, 120 South 34th Street, Tampa, FL, 33605.

The McKay Bay Scalehouse has three (3) scales. Starting in 2025, the Department of Solid Waste began a construction project to include the expansion of our current Scalehouse. The Scalehouse and scales will remain operational throughout the project and therefore, we will require continued maintenance and repair services.

In 2021, the McKay Bay Transfer Station B was built with two (2) unattended scales located in the tunnel. The current preventative maintenance and repair contract for these scales is set to expire on November 30, 2026. Beginning December 1, 2026, the McKay Bay Transfer Station will need to start receiving the services laid out in this contract. We estimate a total of 6 months of services will be covered by this bid.

2. SCOPE OF WORK

2.1. The Awardee must be able to service, repair and calibrate all scales listed below as well as have the ability to repair the scoreboards. The three (3) scales at the McKay Bay Scalehouse, 114 South 34th Street, Tampa, FL 33605, are required to be inspected, calibrated and documented quarterly.

2.2. The scales will require a documented visual inspection of all mechanical parts on a quarterly basis. The scales will require a documented inspection of all load cells on a quarterly basis. Photos are required to be included with the documentation for the quarterly inspections.

2.3. The scales will require semiannual maintenance (twice per year).

2.4. The City reserves the right to negotiate with the Awardee for any scale related issues or repairs and maintenance not specifically list or noted. All parts needed for repairs will be supplied by the Awardee on a cost-plus basis. Large cost items (i.e. scoreboards) will require three bids prior to purchase.

3. SERVICE CALL RESPONSE
