About this file

This Invitation to Bid (ITB) is issued by the State of Oregon Department of Agriculture to establish a Price Agreement for serological assay test kits to support the Animal Health and Identification program's testing and referral services for veterinarians. The agency seeks a single supplier capable of providing all serological assays with ready-to-use controls requiring no dilution, assays that do not require an incubator, and USDA-licensed products readable at 450-650 nm absorbance using a spectrophotometer. The supplier must also maintain an available representative to address laboratory questions. The ITB was issued on May 25, 2022, with a closing deadline of June 8, 2022, at 3:00 PM Pacific Time. Questions and clarifications were due by June 1, 2022, with answers provided by June 2, 2022. The Notice of Intent to Award was anticipated for June 30, 2022, and Price Agreement execution for approximately July 6, 2022. The initial contract term is three years with an option to renew up to ten years. Required delivery is within two days of order placement, though the agency has no estimate of purchase volumes.

Award will be made to the lowest responsible bidder whose bid substantially complies with all requirements using the competitive sealed bidding method. Oregon supplies and services receive a 5% price preference for bid calculation purposes under ORS 279A.128, and reciprocal preferences apply to out-of-state bidders. Recycled materials preferences apply when comparing bids. Bidders must submit required forms including the Bid Cover Sheet, Bid Submittal Form, COBID Certification/Outreach Plan, and Responsibility Inquiry. Prior to award, the successful bidder must provide proof of insurance and an unexpired Pay Equity Compliance Certificate from the Oregon Department of Administrative Services. Bidders must certify they have policies and practices preventing sexual harassment, sexual assault, and discrimination against protected class members. All bids become public record unless the ITB is cancelled prior to closing.
