About this file
This document is an Addendum for an Invitation to Bid (ITB) issued by the City of Clarkston, Georgia for Pavement Core Sampling. The ITB seeks services to conduct pavement core sampling for the city. The addendum revises and clarifies several aspects of the original bid documents, including requirements for core size, information on potential soil-cement base or base course stone beneath the asphalt, and responsibility for marking core locations and contacting utility location services. The addendum also addresses questions regarding bonding requirements, bid bonds, and minority business participation.
The bid does not require a performance bond, payment bond, or bid bond. The city has no records of the subgrade or sub-base materials beneath the asphalt, and probing and observation of soil conditions will be adequate, without the need for Dynamic Cone Penetrometer (DCP) testing. Core locations will be marked by the city, and the awardee will be responsible for contacting 811 utility locator services. The certification of minority business participation applies to the primary contractor, and subcontractors can be used to satisfy this requirement.

This Addendum forms a part of the contract documents and modifies the original bid documents.
The following items shall take precedence over the originally published bid documents for the above-named project and shall become a part of the contract documents.
1. Is there a requirement for core size? Can we assume that a 4-inch (nominal) diameter cores will be acceptable?
a. Yes
2. Does the City have any known information about which roads may contain soil-cement base or base course stone beneath the asphalt? Encountering these materials will slow progress in the field when compared to areas with only soil subgrade materials beneath the asphalt.
a. City has no records of the subgrade or sub-base materials.
3. Is only probing of the upper soils required? We can offer DCP testing at an additional fee. DCP testing will provide additional information regarding the underlying soil consistency and will help with determining appropriate repair recommendations.
a. Probing and observation of soil conditions will be adequate
4. Can a line item be added to the cost breakdown for the performance bond and payment bond? This requirement is not typical for professional services, but we would need to be compensated for the added cost associated with this requirement.
a. No bonding required at all
5. Will core locations be marked in the field by the owner (or an owner’s representative) or will that be the responsibility of the bidder? Core locations need to be marked and
GA811 utility location service needs to be contacted to clear marked areas for member utilities.
a. Core locations are marked. The awardee will be responsibility for contacting 811.
