About this file
This is an Invitation to Bid (ITB) issued by the Connecticut Department of Energy and Environmental Protection (DEEP), Division of Forestry, soliciting proposals for invasive plant eradication services in Pachaug State Forest. The project encompasses a 47-acre treatment area located east of Cossaduck Hill Road (Route 201) in North Stonington, Connecticut, targeting predominantly Japanese barberry, multi-flora rose, Asiatic bittersweet, and winged euonymus, along with any other non-native invasive species encountered during field work. DEEP seeks licensed applicators to apply herbicide solutions using accepted methodology, timing, and application rates that effectively eliminate invasive plants while minimizing impact to native species. The solicitation was released on March 24, 2026, with a firm bid submission deadline of April 17, 2026, at 4:00 PM EDT. A pre-bid site meeting is scheduled for Friday, April 10, 2026, at 9:30 AM at the northern gate on Cossaduck Hill Road (96 Cossaduck Hill Rd, North Stonington, CT). Interested parties may also evaluate the treatment site at their own convenience. The project requires a multi-year treatment effort to achieve optimal control of the invasive population, which is moderate to heavy throughout the forest understory. Contractors should detail their proposed products, treatment methods, timing, application rates, follow-up procedures, and associated costs in their quotes, with imazapyr explicitly prohibited as a treatment option.
No estimated budget or contract value is disclosed in the available documentation. Pricing terms and payment conditions are to be vendor-specified in proposals, with delivery designated as Free On Board (FOB) Destination. No set-aside designations, disadvantaged enterprise preferences, or vendor restrictions are identified in the solicitation materials. No incumbent vendors or current contractors are mentioned. Interested parties should direct questions and bid quotes to Michelle Auclair, Forester I, at the DEEP Division of Forestry, PO Box 5, Voluntown, CT 06384, via phone at (203) 913-9233 or email at michelle.auclair@ct.gov. The procurement is open to all qualified vendors and requires submission of comprehensive proposals based on detailed scope of work provided in the solicitation documents and DEEP Standard Bid Terms and Conditions.

Request for Proposal
CT DEEP – Invasive Plant Eradication Project
Cossaduck Hill Rd. (Route 201), N. Stonington, CT (47 acres)
Project Description: The Connecticut DEEP Division of Forestry is soliciting quotes for a 47-acre invasive plant control project in an area in Pachaug State Forest east of Cossaduck Hill Rd (Route 201)., in North
Stonington, CT. The plants to be eradicated are predominantly Japanese barberry, multi-flora rose, Asiatic bittersweet, and winged euonymus. DEEP is requesting that any other non-native invasive plants encountered during field work be eradicated as well. The invasive population is moderate to heavy throughout the understory of the forest. Access is through two separate state owned gates on
Cossaduck Hill Rd. The perimeter of the proposed treatment area is saved as a shapefile and this, as well as two georeferenced pdf maps are included in this package.
DEEP is seeking quotes from licensed applicators to apply appropriate herbicide solutions, using accepted methodology, timing, and application rates to effectively kill all invasive plants within the treatment area while minimizing drift or other disturbance/injury to native species. Products used, treatment methods, timing, application rates, follow-up, and associated costs should be detailed by the contractor as part of their quote. DEEP asks that imazapyr is not used. Contractors with alternative eradication plans may also bid, with proposals that include the methodology and timing of said
‘treatment.’
Due to the existing population density and likelihood of long-term seed banking in the soil, DEEP is seeking a multi-year treatment effort to attain the highest level of control possible.
