About this file
This is an Invitation to Bid (ITB) document from the City of Santa Fe, New Mexico, providing example work orders for an on-call price agreement contract for general landscaping, irrigation, and snow removal services. The scope of work encompasses vegetation management, landscape construction, irrigation installation and repair, encampment cleanup, snow plowing and shoveling, and ice control services across city parks, open spaces, trails, rights-of-way, medians, rivers, arroyos, drainages, and floodplains. The document illustrates four representative project types: Pueblos del Sol raingarden installation (involving excavation, tree planting, brick laying, slope stabilization, and irrigation lines), Pueblos del Sol irrigation work (zone identifications, backflow installation and security, and line runs), Buckman OHV MX Track water tank and pump installation (excavation, tank installation, plumbing, pump installation, and concrete forms), and encampment cleanup operations. The electronic bid submittal deadline is April 13, 2026, at 2:00 p.m., with the ITB issued on March 27, 2026. For non-emergency work, contractors must provide labor and equipment within one week of Notice to Proceed; emergency work requires provision within 24 hours. Price Agreements may be established for one to ten years with annual renewal options by mutual agreement, not to exceed ten years total.
Pricing is structured using fixed hourly rates for three personnel levels (Superintendent, Journeyman or Experienced Worker, and Laborer) across five service categories, with annual adjustments limited to ten percent or less and requiring substantiating evidence of market changes. The City of Santa Fe offers an eight percent preference for resident contractors or Native American resident contractors and a ten percent preference for resident veterans or Native American resident veterans with less than $6 million in gross revenue in the previous tax year. Contractors must maintain appropriate Construction Industries Division (CID) licenses, workers' compensation insurance, and other required permits and licenses. Task Orders exceeding $25,000 require 100 percent Performance Bonds and 100 percent Labor and Material Payment Bonds. Public Works Minimum Wage Act compliance applies to projects exceeding $60,000. The City reserves the right to award multiple Price Agreements as determined to be in its best interest, establishing a flexible framework for calling upon qualified contractors as work needs arise. No specific award values or budget ranges are disclosed; pricing will be determined through the competitive bid process.
