About this file

This is an Invitation to Bid (ITB) document from the City of Santa Fe, New Mexico, establishing On-Call Price Agreements for multiple vendor contracts to provide vegetation management, landscape construction, irrigation installation and repair, encampment clean-up, snow plowing and shoveling, and ice control services. The scope of work encompasses services across City parks, open spaces, trails, rights-of-way, medians, rivers, arroyos, drainages, and floodplains, including mowing, weed eating, brush removal, clearing and grubbing, tree removal, stump grinding, chipping, planting, seeding, re-vegetation, watering, pruning, fertilization, spraying, excavation, erosion control, stormwater best management practices, fine grading, green waste or debris disposal, sidewalk shoveling, and ice control. The electronic bid submittal deadline is April 13, 2026, at 2:00 p.m., with the ITB issued on March 27, 2026. Price Agreements may be established for one to ten years, with the City retaining the right to renew annually by mutual agreement not to exceed a total of ten years. For non-emergency work, contractors must provide required labor and equipment within one week of Notice to Proceed, while emergency work requires provision within 24 hours.

Pricing is structured with fixed hourly rates for three personnel levels (Superintendent, Journeyman or Experienced Worker, and Laborer) across five service categories, with annual adjustments permitted only once per year and limited to increases of ten percent or less with substantiating evidence of market changes. The City offers an eight percent resident contractor or Native American resident contractor preference and a ten percent resident veteran or Native American resident veteran contractor preference (limited to those with less than $6 million in gross revenue in the previous tax year), provided no federal funds are used and valid certification is submitted. Qualified contractors must possess a valid Construction Industries Division (CID) license appropriate to the work type and may be required to register with the New Mexico Department of Workforce Solutions depending on task order thresholds. For Task Orders exceeding $25,000, contractors must provide 100 percent Performance Bonds and 100 percent Labor and Material Payment Bonds. Public Works Minimum Wage Act compliance is required for projects exceeding $60,000. The City reserves the right to award multiple Price Agreements if determined to be in the City's best interest, with no specific award values or budget ranges disclosed; pricing will be determined through the competitive bid process with individual task orders issued as work needs arise.
