This Invitation to Bid (ITB) document, issued by the Oregon Department of Fish and Wildlife (ODFW), solicits bids for the demolition, removal, and replacement of an existing walk-in freezer and walk-in cooler combination unit at the Wildlife Health & Population Lab in Adair Village, Oregon. The existing Glacier brand units, installed in 1984 and exceeding their operational life expectancy, consist of a freezer with exterior dimensions of 152" W x 116" L x 102" H and a cooler with exterior dimensions of 79" W x 116" L x 102" H. The contractor must provide all necessary permits, engineered drawings, delivery, and complete installation of new units of equivalent size, including two entry doors with kick plates, interior lights, and elevated condenser units. The contractor is also responsible for pumping down and recovering refrigerant from the existing units and managing all high-voltage electrical work. Key project milestones include permit and engineered drawing submission by May 1, 2023; equipment delivery during the week of May 8-12, 2023; demolition start on May 15, 2023; and project completion by June 16, 2023. The ITB was issued on February 14, 2023, with a closing date of February 28, 2023, at 3:00 PM Pacific Time, and bids were to be publicly opened on February 28, 2023, at 4:00 PM. The anticipated contract execution date was March 7, 2023, with a contract term ending June 30, 2023.
Pricing is to be submitted as a single lump-sum project cost covering all demolition, removal, disposal, permits, engineered drawings, delivery, installation, and refrigeration components. Award will be made to the lowest responsible bidder whose bid substantially complies with all ITB requirements, evaluated using the Intermediate Bidding method. Bidders must submit three professional references from similar projects completed within the past five years, provide proof of required insurance coverage including commercial general liability of at least $1,000,000 per occurrence and workers' compensation coverage, and submit completed forms for bid cover sheet, reference checks, COBID certification/outreach plan, and responsibility inquiry. No specific set-asides for disadvantaged business enterprises are identified in the procurement, though Oregon COBID certifications are addressed in the outreach plan. The ITB does not identify incumbent contractors. ODFW will provide a flat concrete pad if needed between demolition and construction of the new unit and will supply any required parking bollards. The contract includes standard state compliance requirements regarding tax laws, workers' compensation, insurance maintenance, equal employment opportunity, and nondiscrimination in employment practices.
