This is an Invitation to Bid (ITB) issued by the Oregon Department of Fish and Wildlife for hatchery truck wraps under OregonBuys Bid Number S-63500-00015698. The agency seeks a qualified vendor with proven expertise in designing, printing, and installing high-quality vinyl wraps for vehicles. The selected vendor will provide end-to-end services including vehicle measurement, design consultation, print production, and professional installation on approximately 25 trailer tanks across various state hatchery locations. The vinyl wrap will be based on a design supplied by ODFW but may require technical adaptation to fit various vehicle models. The vendor must be capable of performing measurements and installations either on-site at operating facilities or at multiple locations throughout Oregon to minimize operational downtime. All vinyl must be durable, weather-resistant, and appropriate for long-term commercial exposure, with the vendor providing post-installation inspection and limited warranty coverage. Questions and clarifications are due by January 13, 2026, at 2:00 PM Pacific Time. Bids are due on January 22, 2026, at 2:00 PM Pacific Time. The Notice of Intent to Award is anticipated for February 3, 2026, with contract execution approximately February 6, 2026. The agency anticipates awarding one or more contracts resulting from this ITB, with preference given to a single vendor capable of installing at various locations across the state.
Bidders must submit the required forms including Bid Cover Sheet, Reference Check Form, Bid Submittal Form, COBID Certification/Outreach Plan, and Responsibility Inquiry form. The procurement uses the Intermediate Bidding method, and the contract will be awarded to the lowest responsible bidder whose bid substantially complies with requirements. Award is based on cost comparison and references from similar projects completed within the last two years. If the state awards multiple contracts, all awardees will receive fair opportunity to compete for overlapping services through competitive task order requests or best value determination based on price, capacity, and past performance. Bidders employed by entities with 50 or more full-time workers and contract values exceeding $500,000 must provide a Pay Equity Compliance Certificate from the Oregon Department of Administrative Services. All bids must comply with Oregon's Public Contracting Code and nondiscrimination requirements, including policies preventing sexual harassment and unlawful discrimination. Bids are firm offers for 60 calendar days from opening and must be submitted electronically through OregonBuys; late bids will not be accepted.
